Job summary

Narromine Shire Council is seeking a suitably qualified professional to lead the Infrastructure and Engineering Services Department as Manager Engineering Services. You will oversee civil design, technical review, surveying, GIS, asset inspection and long‑term infrastructure planning.

The role demands strong leadership, practical, evidence‑based decision making and alignment with budgets and asset management plans. A comprehensive benefits package applies.

Qualifications

• Degree in Civil Engineering or equivalent qualification.
• Five years’ experience in civil design (roads, stormwater, surveying).
• Proficiency in CAD software.
• Experience managing GIS platforms (including QGIS).
• Experience undertaking or managing surveying activities and survey equipment.
• Strong written and verbal communication skills.
• Current Class C Driver’s Licence.
• General Construction Induction Card (White Card).

Responsibilities

• Prepare and review detailed civil engineering designs for roads, intersections, kerb and gutter, footpaths and stormwater drainage.
• Provide professional technical advice to Council, staff, developers, contractors and stakeholders.
• Manage Council’s GIS, QGIS and spatial data systems.
• Oversee surveying activities and equipment including rover, drone and Causenet systems.
• Coordinate asset inspections, condition assessments and data collection.
• Develop and monitor annual and 10-year works programs.
• Support asset management planning and infrastructure prioritisation.
• Lead, mentor and develop technical staff.
• Maintain quality assurance, documentation and design standards.
• Monitor budgets, estimates, expenditure and program delivery.

About the position

Narromine Shire Council is seeking a suitably qualified and experienced professional to join ourInfrastructure and Engineering Services DepartmentasManager Engineering Services.

This is a keytechnical leadership roleresponsible for Council’scivil engineering design, technical review, surveying, GIS, asset inspection and long-term infrastructure planning functions.

The role will oversee the preparation and review of designs for roads, stormwater, drainage and footpath infrastructure, provide professional engineering advice, manage Council’s spatial and survey functions, coordinate asset inspection programs and contribute to the development of Council’sannual and 10-year infrastructure works programs.

You will also lead and mentor Council’s engineering services team, promote high technical standards and ensure infrastructure planning and decision-making ispractical, evidence-based and aligned with Council’s budgets and asset management plans.

Key responsibilities include

• Leading, mentoring and developing technical staff
• Maintaining effective quality assurance, technical documentation and design standards
• Monitoring relevant budgets, estimates, expenditure and program delivery

To be successful in this position you will need

• Degree in Civil Engineeringor an equivalent relevant qualification
• Minimumfive years’ experience in civil design, including roads, stormwater and surveying
• Demonstrated proficiency inCAD software
• Experience managingGIS platforms, including QGIS, spatial data and mapping systems
• Experience undertaking or managing surveying activities and survey equipment
• Strong written and verbal communication skills, with the ability to explain technical information clearly to a range of audiences
• CurrentClass C Driver’s Licence
• General Construction Induction Card (White Card)

Desirable experience

• Experience working inLocal Government or a similar public-sector infrastructure environment
• Experience leading, mentoring and developing technical staff
• Asset management, condition assessment and long-term infrastructure planning experience
• Drone surveying experience
• Experience applyingAustroads guidelines, Australian Standards and relevant civil infrastructure design standards
• Experience developing standard drawings, design templates, technical procedures and document-control systems
