Job summary

Narromine Shire Council invites applications for the role of Manager Engineering Services in the Infrastructure and Engineering Services Department. The role leads civil design, technical review, surveying, GIS and asset inspections while shaping long-term infrastructure planning.

You will mentor the engineering team, enforce high standards and align projects with budgets and asset management plans to deliver practical, evidence-based infrastructure outcomes for the Narromine community.

Qualifications

• Degree in Civil Engineering or equivalent qualification.
• Minimum five years’ experience in civil design including roads, stormwater and surveying.
• Proficiency in CAD software.
• Experience managing GIS platforms, including QGIS, and spatial data.
• Experience undertaking or managing surveying activities and equipment.
• Strong written and verbal communication skills.

Responsibilities

• Preparing and reviewing detailed civil engineering designs for roads, intersections, kerb and gutter, footpaths and stormwater drainage.
• Providing professional technical advice to Council, staff, developers, contractors and stakeholders.
• Managing Council’s GIS, QGIS and spatial data systems.
• Overseeing surveying activities and equipment, including rover, drone and Causenet systems.
• Coordinating asset inspections, condition assessments and data collection.
• Developing and monitoring annual and 10-year works programs.
• Leading and developing technical staff and promoting high technical standards.
• Ensuring quality assurance and design standards are maintained.

About the position

Narromine Shire Council is seeking a suitably qualified and experienced professional to join our Infrastructure and Engineering Services Department as Manager Engineering Services.

This is a key technical leadership role responsible for Council’s civil engineering design, technical review, surveying, GIS, asset inspection and long-term infrastructure planning functions.

The role will oversee the preparation and review of designs for roads, stormwater, drainage and footpath infrastructure, provide professional engineering advice, manage Council’s spatial and survey functions, coordinate asset inspection programs and contribute to the development of Council’s annual and 10-year infrastructure works programs.

You will also lead and mentor Council’s engineering services team, promote high technical standards and ensure infrastructure planning and decision-making is practical, evidence-based and aligned with Council’s budgets and asset management plans.

Key responsibilities include

• Preparing and reviewing detailed civil engineering designs for roads, intersections, kerb and gutter, footpaths and stormwater drainage

• Managing Council’s GIS, QGIS and spatial data systems
• Overseeing surveying activities and associated equipment, including rover, drone and Causenet systems
• Coordinating asset inspections, condition assessments and technical data collection
• Developing and monitoring Council’s annual and 10-year works programs
• Supporting Council’s asset management planning and infrastructure prioritisation
• Leading, mentoring and developing technical staff
• Maintaining effective quality assurance, technical documentation and design standards
• Monitoring relevant budgets, estimates, expenditure and program delivery

To be successful in this position you will need

• Degree in Civil Engineering or an equivalent relevant qualification
• Minimum five years’ experience in civil design, including roads, stormwater and surveying
• Demonstrated proficiency in CAD software
• Experience managing GIS platforms, including QGIS, spatial data and mapping systems
• Experience undertaking or managing surveying activities and survey equipment
• Strong written and verbal communication skills, with the ability to explain technical information clearly to a range of audiences
• Current Class C Driver’s Licence
• General Construction Induction Card (White Card)

Desirable experience

• Experience working in Local Government or a similar public-sector infrastructure environment
• Experience leading, mentoring and developing technical staff
• Asset management, condition assessment and long-term infrastructure planning experience
• Drone surveying experience
• Experience applying Austroads guidelines, Australian Standards and relevant civil infrastructure design standards
• Experience developing standard drawings, design templates, technical procedures and document-control systems
