Effective People is seeking a senior Lead Business Analyst for a Federal Government ICT change program in Canberra. You will assess capabilities, identify gaps and define a future-state solution.
You will operate at EL1-equivalent level across modelling, analysis, process improvement and decision-making, turning complex needs into clear ICT artefacts. The role requires leading through ambiguity, stakeholder facilitation and a proactive approach to architectures and options.

- Managed business process improvement with graphical process models and option analysis.
- Led business situation analysis in ambiguous, complex contexts.
- Experience in consultancy: evaluated options and facilitated stakeholder groups.
- Led feasibility assessments including cost/benefit, impact and risk analysis.
- Turned complex business needs into clear models, recommendations and specifications.
- Australian citizenship and Baseline clearance or above.

Pay: $120-$150 p/h including super (negotiable)
Work type: Full-time, up to 40 hours per week
Work arrangement: Initially on site, then hybrid subject to approval and operational needs
Clearance: Must hold a current Baseline clearance or above

- You've led feasibility assessments including cost/benefit, impact and risk analysis
- You can turn complex business needs into clear models, recommendations and specifications
- You're an Australian citizen
- You must hold a current Baseline clearance or above
- Five or more consecutive years performing within a Senior Lead Business Analyst role
- Stakeholder relationship management at level 5 or equivalent
- User experience analysis at level 4 or equivalent
- Requirements definition and management at level 5 or equivalent
