Job summary

The Department of Justice and Community Safety in Victoria is seeking an Intelligence Analyst to provide operational support for the Corrections Victoria Intelligence Unit (CVIU).

You will collect, collate, analyse and disseminate intelligence to inform decisions, prepare briefings for senior management and support intelligence-led operations that enhance security and offender management across CV and the community.

Qualifications

• Knowledge of CV system and key issues affecting it.
• Understanding of contemporary intelligence practices in criminal justice.
• Experience using MS Office and information management systems.
• Knowledge of the Corrections Act 1986 and related regulations.

The Department of Justice and Community Safety is seeking an Intelligence Analyst to provide a critical role at Corrections Victoria.

About the Business Unit

Corrections Victoria Intelligence Service (CVIS) is the overarching intelligence service for Corrections Victoria (CV) and its stakeholders. The CVIS is comprised of the primary intelligence unit known as the Corrections Victoria Intelligence Unit (CVIU), and localised prison intelligence units located at the public and private prison facilities in Victoria.

About the Role

The position of the Intelligence Analyst within the CVIU has a primary role of providing operational support for all intelligence related matters conducted by the CVIU. The position reports to an Intelligence Manager of CVIU and will contribute to tactical, operational and strategic intelligence functions.

The Intelligence Analyst works closely with the other members of CVIU in delivering intelligence services to decision makers across CV and its stakeholders in order to contribute to the security and good order of correctional facilities and support the effective management of offenders in the community. Some examples include producing intelligence to identify and prevent violence, assess risk factors on complex offenders and to assist in the safe management of offenders who are on Post Sentence Orders.

Some of your duties will include:

• Collect, collate, record, analyse, and disseminate intelligence information to authorised parties in a timely manner to inform decisions made by CV and its stakeholders, primarily in relation to offenders in the community or prisoners.
• Prepare intelligence reports and briefings for senior management, and provide advice on the results of intelligence gathering, including the identification and evaluation of emerging threats, opportunities, patterns and trends which affect the security and good order of the correctional facilities or management of offenders in the community.
• Support CV Management, staff and external agencies by assisting in the development and planning of intelligence-led operations.

About you

To be successful in this role, you will have:

• Knowledge of the CV system, and key issues impacting the system.
• Knowledge of contemporary principles and practices that apply to intelligence function within the criminal justice system and across intelligence agencies is highly desirable.
• Experience in the use of Microsoft Office Suite and information management systems, and/or other data managing technologies is highly desirable.
• Knowledge of the Corrections Act 1986, Corrections Regulations 1998 and the Serious Offenders Act 2018.

Qualifications/requirements

• Relevant tertiary qualifications or thematic knowledge.
• An existing Negative Vetting Level 1 Security Clearance, otherwise one must be obtained within 6 months of employment. Refer to Australian Government Security Vetting Agency (AGVSA) requirements.
• Australian Citizenship is highly desirable.
• Staff must be trained to CVIS Introduction to Analysis level within six months of employment (internally available course).
• Working knowledge of the Centurion Intelligence System, Ejustice, PIMS, Microsoft Office and the Prisoner Telephone System (desirable).
