Job summary

Manningham Council in Doncaster East is seeking an Infrastructure Surveillance Officer to protect assets, conduct inspections and manage permits across Local Laws and asset protection programs. This field-based role combines site visits, compliance duties and customer engagement to support community safety and amenity.

The position offers full-time hours in a fixed-term 24-month arrangement, with a competitive banding and superannuation.

Qualifications

• Experience in Asset Protection, Infrastructure Permits, construction, civil infrastructure, compliance, inspections or a related technical field.
• Strong knowledge of residential construction impacts, asset protection requirements, Local Laws and relevant legislation.
• Ability to interpret plans, permit conditions, standards and technical documentation and apply sound judgement to compliance matters.
• Excellent stakeholder engagement skills, with the ability to work effectively with builders, contractors, developers, residents and internal teams.
• Strong written and verbal communication skills, including the ability to prepare reports, correspondence and evidence-based recommendations.
• Administer various Infrastructure Permits, including pre- and post-works inspections and bond management and related administration tasks.
• Ability to work collaboratively as part of a team and contribute to continuous improvement initiatives.
• Current Victorian Driver Licence and White Card (desirable)

About the role

Reporting to the Team Leader Infrastructure Permits, the Infrastructure Surveillance Officer is responsible for undertaking inspections, surveillance activities and permit administration associated with asset protection, vehicle crossings and other infrastructure permits. The role focuses on protecting Council assets, maintaining public safety and ensuring compliance with permit conditions, Local Laws and relevant legislation.

You will conduct proactive and reactive site inspections, investigate breaches, assess infrastructure damage, liaise with builders and residents, and provide technical advice to achieve practical compliance outcomes while maintaining high levels of customer service.

Skills and experience

To be successful in this role, you will demonstrate:
