Job summary

City of Ballarat is seeking an experienced Infrastructure Program Development Lead to plan, prioritise and develop the city’s infrastructure capital works program. You will work across office and field, identify future projects, undertake site inspections and improve readiness to ensure investments are well scoped and deliverable.

You will translate community needs into construction-ready projects, lead governance and reporting, and collaborate with Planning and Delivery teams.

Qualifications

• Experience in infrastructure planning and development.
• Ability to translate community needs into construction-ready projects.
• Strong stakeholder engagement and collaboration skills.
• Willingness to work across both office and field environments.

Responsibilities

• Lead development of the infrastructure capital works program.
• Develop and implement prioritisation and investment frameworks.
• Undertake site inspections and constructability assessments.
• Identify future project opportunities and develop a pipeline of works.
• Improve project readiness through scoping and planning.
• Lead grant funding applications and investment planning.
• Support governance, reporting and performance monitoring.
• Collaborate with Infrastructure Planning and Infrastructure Delivery teams.
• Provide leadership to the Program Development function.
