Job summary

The City of Ballarat is seeking an experienced Infrastructure Program Development Lead to plan, prioritise and develop the council’s capital works program. The role sits across office and field environments, identifying future projects, conducting site inspections, improving readiness and ensuring investments are well scoped and deliverable.

You will lead the program development team, drive governance and reporting, and collaborate with Planning and Delivery colleagues to realise community

  • Extensive experience in infrastructure planning and delivery.
  • Ability to translate community needs into construction-ready projects.
  • Strong governance, reporting and budgeting skills.

  • Lead grant funding applications, funding strategies and investment planning activities.

  • Work closely with Infrastructure Planning and Infrastructure Delivery teams.
  • Provide leadership to the Program Development function, supporting knowledge sharing.

  • Permanent full-time Band 7 opportunity within the City of Ballarat's Infrastructure Department.
About the role

The Infrastructure Program Development Lead undertakes the planning, prioritisation and development of the City of Ballarat's infrastructure capital works program. Working across both office and field environments, you will identify future projects, undertake site inspections, improve project readiness and ensure infrastructure investments are strategically aligned, well scoped and ready for delivery.

You are an experienced infrastructure professional with strong practical and strategic skills. You can identify infrastructure issues, assess site constraints, develop project solutions and translate community and asset needs into construction-ready projects. You enjoy working collaboratively, thinking strategically and getting out into the field to improve infrastructure outcomes for the community.
