Job description

Full-time | Melbourne, VIC | Multi-State Operations
About Us

Top Crew Solutions provides labour hire and operational support services specialising in container unloading, warehousing and logistics support activities. We supply workforce solutions across the freight, 3PL and broader supply chain sectors, assisting clients with efficient cargo handling, warehouse operations and related logistics functions.

Top Crew Solutions delivers its services through a network of independent third-party contracting companies who engage qualified and experienced personnel. While we maintain a lean internal corporate structure, our operational footprint is highly complex, with fast deployment requirements across five states. Due to the expected increase in demand for our services and the regulatory environment governing labour hire, we are seeking an experienced Human Resources Manager to lead our HR function, workplace relations strategies, and extended workforce capability framework.

Position Purpose

The Human Resources Manager is responsible for planning, developing, implementing, monitoring and reviewing the organisation's human resources and workplace relations activities.

The position has direct human resources responsibility for the organisation's corporate workforce and provides HR governance, workforce planning, capability development and people-related oversight across an extended operational workforce of approximately 120 - 200 workers engaged through external labour-hire and contracting providers.

The Human Resources Manager works directly with senior management, operational leaders and external workforce providers to support workforce capability, performance, professional standards, compliance and people practices aligned with the organisation's business objectives and multi-state operations.

Key Responsibilities
  • HR Strategy & Workforce Planning: Develop, implement, monitor and review HR strategies, policies, organisational structures and workforce plans aligned with business objectives, multi-state operations and future workforce requirements.
  • Recruitment, Workforce Capability & Development: Advise and support managers on recruitment, selection, onboarding and induction, and develop training, leadership and capability initiatives across the organisation.
  • Performance & Workplace Relations: Develop and review performance management systems and advise management on employee relations, grievances, disciplinary matters, workplace conflict, performance and other workplace relations matters.
  • Remuneration & Employment Conditions: Advise senior management on remuneration, classifications, employment conditions and workforce structures, and represent the organisation in negotiations with employees and, where applicable, on remuneration and other conditions of employment.
  • Organisational Change & Restructuring: Advise on and oversee organisational change, redundancy, retrenchment and workforce restructuring processes relating to the organisation’s internal workforce.
  • Workforce Capability & Provider Governance: Establish and monitor workforce capability, performance, compliance and service standards across external labour-hire and contracting providers supporting an extended workforce of approximately 120–200 workers, while recognising each provider’s responsibility for its own employees and statutory employer obligations.
  • WHS & Workforce Compliance: Develop and monitor HR-related WHS, psychosocial safety, equal employment opportunity, injury management and workforce compliance frameworks across multi-state operations, including relevant labour-hire and workplace regulatory requirements.
  • Workforce Analytics, HR Systems & Management Advice: Monitor workforce costs, productivity, turnover, retention and other people metrics; continuously improve HR systems and reporting; and provide strategic HR and workplace relations advice to senior management and operational leaders.
