Job summary

Downer is seeking an experienced HSE Manager ANZ Transmission to lead HSE governance across the Power Projects Transmission and Substation portfolio in ANZ. The role focuses on embedding strategies and assurance frameworks from pre-contract through delivery to drive auditable, compliant outcomes.

You will collaborate with operations, clients and regulators to ensure risk control and continual improvement while supporting successful project delivery in a complex infrastructure environment.

Qualifications

• Experience leading HSE across high-risk infrastructure/ transmission projects.
• Auditing, assurance and incident management governance knowledge.
• Deep knowledge of WHS legislation and contractor management practices.
• Ability to embed risk management and control frameworks across projects.
• Strong stakeholder engagement with clients, regulators and contractors.
• Analytical capability across systems, reporting and performance insights.

HSE Manager ANZ Transmission

The opportunity

We have an opportunity for an experienced HSE Manager to join our Energy and Utilities business, supporting our Power Projects Transmission and Substation portfolio across ANZ.

In this senior leadership role, you will be responsible for establishing and embedding HSE governance, strategy and assurance frameworks across the project lifecycle. You will ensure risks are identified early, effectively controlled and consistently monitored from precontract through to delivery.

Partnering closely with operational leaders, clients and key stakeholders, you will drive practical and auditable HSE outcomes that align with legislative, client and corporate requirements, while supporting safe and successful project delivery.

What we’re looking for

You are a confident and influential HSE leader with experience in high risk construction environments such as transmission or substations. You bring a strong governance mindset and the ability to translate strategy into practical, frontline execution.

Key requirements include

• Demonstrated experience leading HSE across complex infrastructure or high risk environments
• Strong background in audit, assurance and incident management governance
• Deep knowledge of WHS legislation and contractor management practices
• Proven ability to embed risk management and control frameworks across projects
• High level stakeholder engagement skills with experience interfacing with clients, regulators and contractors
• Strong analytical capability across systems, reporting and performance insights
• Tertiary qualification in Work Health and Safety, Environmental Management or similar discipline or equivalent experience
• Lead auditor or equivalent assurance capability highly regarded
