Job summary

Fire Rescue Victoria seeks a Finance & Administration Manager to lead the financial and governance activities of the Fire Equipment Services unit. You will drive budgeting, reporting and risk management while building a high-performing team and ensuring compliance across FRV stakeholders.

The role focuses on strategic financial oversight, data-driven decision support, and collaboration with regulators and internal teams to deliver robust financial outcomes for Victoria’s emergency services.

Qualifications

  • Bachelor Degree in Finance related field required.
  • CPA and/or CA qualification required.
  • Governance, Audit & Risk experience preferred.
  • Project Management, Change Management & IT system qualifications preferred.

Responsibilities

  • Lead financial and administrative activities for FRV's Fire Equipment Services.
  • Provide strategic financial advice with data analysis for FRV leadership.
  • Develop and monitor operating and capital budgets with plans and initiatives.
  • Ensure compliance with AASB accounting standards and governance controls.
  • Manage financial systems, controls, reporting, and risk management.
  • Coach and develop staff to achieve KPIs and targets.
  • Support succession planning and drive continuous improvement.

Job description

As the Finance & Administration Manager your goal will be able to demonstrate and apply financial and business expertise in systems, practices and performances within Fire Rescue Victoria's commercial department, Fire Equipment Services (FES).

With your leadership skills you will build and support a high functioning team to help drive optimal quality. This high quality will add to the improvement of organisational capability while adhering to compliance parameters, this is across financial and governance activities within the organisation and all of its stakeholders.

Key responsibilities
  • Apply commercial acumen and provide innovative strategic advice and recommendations with supporting data analysis to FES Director & Leadership Team and other FRV stakeholders to facilitate effective management, efficiency and controls over financial and administrative activities of the organisation.
  • Engage with FES & FRV teams, regulators, industry bodies and other external stakeholders to identify, develop and implement plans in response to industry trends, changes & opportunities to ensure FES is well positioned to deliver upon strategic objectives and outcomes.
  • Take an active role in the development of the FES operating and capital budgets while implementing & actioning business plans, capital projects and strategic initiatives; controlling outcomes including but not limited to FES revenue.
  • Ensure timely and accurate delivery of all finance operations (including Accounts Receivable, Accounts Payable, General Ledger, Budgeting, Financial Reporting and Auditing) in accord with AASB accounting standards and other guidelines.
  • Control and manage financial transactional systems/processes and financial risk over income, expenditure and cash flows to deliver expected outcomes, financial statements, management reports, analysis and capital project management.
  • Manage a complex financial system including development, implementation, training and final sign off over financial systems.
  • Ensure all FES activities adhere to FRV governance controls/processes and the departmental risk register and risk mitigation plans are actively managed and reported on a timely basis through a proactive and collaborative approach with all stakeholders.
  • Establish and maintain controls to audit and verify that client, contractual, and service delivery requirements have been met prior to invoicing. Work collaboratively with Service and Operational teams to ensure supporting documentation, system records and approvals are complete, accurate and compliant.
  • Coach, mentor and hold staff to account in order to optimise skills, ensure individual KPI's/targets are met, workload is allocated appropriately.
  • Participate in succession planning & development plans are implemented and a high performance culture is maintained.
  • Participate in training, skills development and continuous improvement activities as the business requires.
About you
  • Mandatory Bachelor Degree in Finance related field
  • Mandatory CPA and/or CA qualification
  • Preferred qualifications in Governance, Audit & Risk
  • Preferred further qualifications in Project Management, Change Management & IT system
