Job summary

Triple Zero Victoria is seeking an Executive Director, Digital Transformation to lead the Next Gen CAD program. You will hold end-to-end accountability for a multi-vendor effort spanning software, hardware and infrastructure, ensuring delivery within the DTF High Value High Risk framework.

You will oversee cross-functional senior leaders, align with the CEO and ELT, and drive governance, risk management and a smooth transition to sustainable operational capability.

Triple Zero Victoria provides the critical link between the Victorian community and the state’s emergency services agencies. In 2024-25, Triple Zero Victoria (TZV) answered 3.09 million calls for assistance. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Ambulance Victoria (including non-emergency patient transport), Fire Rescue Victoria, the Country Fire Authority, Victoria Police and Victoria State Emergency Service.

Position Overview

The Executive Director Digital Transformation for TZV’s Next Generation CAD program, holds end-to-end accountability for a large-scale, multi-vendor program spanning software, hardware, infrastructure and network delivery — owning scope, schedule, budget, quality, risk and benefits within the DTF High Value High Risk framework. You will lead a cross-functional team of senior leaders, provide strategic thought leadership to the CEO and Executive Leadership Team, drive disciplined governance and early escalation, and plan the program’s transition to sustainable operational capability.

This is not simply a technology program. Success depends on integrating technical delivery with operations, workforce readiness and capability, change, and commercial and vendor performance, and ultimately transitioning into sustainable operational capability.

Your Experience and Attributes

• Successful end-to-end delivery of large-scale, high-risk public sector technology programs - owning scope, schedule, budget, quality, risk and benefits within the DTF High Value High Risk framework
• Proven delivery accountability across complex, multi-vendor environments, including cutover and transition of mission-critical systems.
• Strong financial and commercial acumen, with demonstrated capability in managing large program budgets, vendor contracts and commercial negotiations.
• Demonstrated executive people leadership, building and sustaining high-performing teams through prolonged delivery pressure.
• Sound technical acumen to challenge technical advice and make informed executive program decisions.
• Public-sector expertise with the credibility to engage central agencies and Executive Leadership Team peers.
