Job summary

Electoral Commission Queensland (ECQ) in Brisbane (QLD) seeks a Principal Learning and Development Advisor to lead the design, delivery and evaluation of the learning program for the 2028 elections. Responsibilities

• Lead training delivery for the 2028 elections by acting as Project Lead for all training-related activities and delivering a professional learning and development program that builds capability across the election workforce, including Returning Officers, Assistant Returning Officers and Temporary Election Staff, through both face-to-face and online training.
• Design and develop high-quality learning solutions by creating inclusive, accessible and engaging training materials, resources and instructional content using contemporary learning design tools and a range of communication channels that are fit for purpose to the election cohort.
• Drive innovation and continuous improvement by identifying opportunities to strengthen and optimise capability development practices across the election workforce training program, ensuring initiatives remain inclusive, accessible and fit for purpose.
• Lead and develop the election training team by fostering a high-performing team culture focused on delivering outcomes aligned with project objectives and election workforce capability needs.
• Manage the end-to-end project lifecycle to ensure the successful implementation and evaluation of learning and development initiatives, including: planning, leading and delivering the train the election staff project on time and within budget; reporting on learning outcomes and program effectiveness; providing evidence-based advice and support to the Director and key learning and development stakeholders; partnering with subject matter experts to develop content that addresses workforce capability needs; consulting and liaising with election staff and ECQ stakeholders at all levels to support effective coordination and delivery; managing the Learning Management System as a critical election system during event delivery, including audience assignment, enrolments, troubleshooting and integration with the EMS, with support from Digital Technologies units; preparing reports, briefs and correspondence on project status, governance and training compliance; identifying and mitigating risks th
