Position Overview
- The Aged Care and Disability Services Manager provides visible, on-the-ground leadership for the day-to-day operations, integration, quality, financial sustainability and growth of recent business acquisition and Ipswich-based Disability services.
- The role safeguards continuity during acquisition integration while translating organisational strategy, regulatory obligations and participant or older person needs into reliable frontline practice.
- The Manager is accountable for safe and rights-based service delivery, workforce capability, service utilisation, rostering, budget performance, referral conversion, stakeholder confidence and timely resolution of operational risk.
- The role works closely with the Executive Manager and other Disability leadership roles.
- The Manager also participates in the rotational on-call arrangements.

Operational Leadership and Integration
- Lead day-to-day operations across aged care and assigned disability services, maintaining a regular presence at service locations and clear operational oversight across business hours and after-hours escalation.
- Lead the operational integration of acquired business through a documented plan covering people, clients, systems, contracts, records, finance, quality, risk, property, communications and stakeholder continuity.

- Translate strategy and integration priorities into practical work plans.
- Participate in the rotational on-call roster and ensure escalated matters are assessed, documented, handed over and followed through within delegated authority. Aged Care Service Operations
- Lead consistent delivery of in-home and community aged care programs.
- Oversee enquiry, eligibility and referral pathways, intake, service agreements, assessments, care and support planning, service commencement, reviews, transitions, reassessments and exits.
- Ensure clients receive coordinated services aligned to assessed needs, goals, preferences, risks, cultural identity and the principles of dignity, independence and supported decision making.
- Monitor care management activity, service schedules, unspent or available funding, client contributions where applicable, service utilisation, cancellations, wait times and continuity of workers.
- Ensure changes in health, function, cognition, medication risk, nutrition, falls, social isolation or safeguarding concerns are recognised, documented and escalated to the appropriate external professional.
- Maintain effective interfaces with My Aged Care, assessment services, hospitals, primary health, allied health, families representatives and community providers.
- Embed the Statement of Rights, strengthened Aged Care Quality Standards and applicable obligations in everyday service decisions and workforce practice.

- Ensure incidents, reportable incidents, complaints, feedback, allegations, injuries, medication events, restrictive practices and safeguarding concerns are identified, responded to, notified, investigated and closed within required timeframes.
- Maintain service-level risk registers and assurance processes, test controls and provide evidence pf implementation rather than relying solely on policy compliance.
- Use incident, complaint, audit, workforce and client data to identify themes, implement corrective actions and verify that improvements are sustained.
- Prepare teams and records for internal audits, external audits, regulatory requests and quality reviews.
- Partner with clinical and practice leaders on clinical governance, high-intensity supports, deterioration, infection prevention and control, medication management, behaviour support and scope-of-practice issues. People and Workforce Leadership

- Lead, coach and hold operational leaders and frontline teams accountable for conduct, capability, attendance, documentation, safe practice and client outcomes.
- Maitin workforce plans that reflect service demand, required competencies, 24‑hour or after hours needs, leave coverage, recruitment lead times and sustainable spans of control.
- Ensure recruitment, screening, onboarding, induction, probation, supervisions, competency assessment, mandatory learning and performance management are completed to Standard. Montior roster efficiency, overtime, worker continuity, vacancies, fatigue and workplace health and safety risks.
- Build a psychologically safe, inclusive and high‑accountability culture that encourages early escalation, learning from error and respectful challenge.

Commercial Performance and Growth
- Own assigned operational budgets and forecasts and monitor revenue, labour, overheads, utilisation, occupancy or service volumes, margins, debtor risks and financial variances.
- Ensure delivered services and supported by accurate agreements, scheduled case notes, timesheets, authorisations and claiming evidence.
- Develop sustainable referral pipelines and local partnerships, track enquiries through commencement and understand reasons for non‑conversion, waitlisting and service exit.
- Work with Finance, Marketing, People and Culture, Quality and Compliance, Property and Assets, and Technology to deliver Agreed integration and growth initiatives.
Stakeholder Engagement and Community Partnerships
- Build and maintain strong relationships with clients, families, carers, advocates, support coordinators, allied health professionals and community stakeholders.
- Collaborate with internal teams and external service providers to support coordinated service delivery.
- Support team members to establish and maintain effective community networks and partnerships
Role Requirements
- A tertiary qualification in Aged Care, Health, Nursing, Disability, Communities Services or relevant is ideal.
- LCS2 check or able to obtain
- Working with Children Check (QLD Paid Blue Card) or willingness to obtain
- NDIS Worker Screening Check (Yellow Card) or willingness to obtain
- NDIS Worker Orientation Module
- Current P2 or Open Australian driver's licence (essential for travel between sites)
- National Police check or able to obtain
- Nationally recognised First Aid and CPR certifications or willingness to obtain
