Job summary

Hawkesbury City Council in Windsor, NSW, is seeking a Director - Infrastructure Services to lead asset management, capital delivery, infrastructure operations, waste and fleet, and emergency management. The role oversees a capital works program of about $120 million and a team of around 170, driving resilience, lifecycle planning and safer, more sustainable communities.

Following a six-month probation, the Council supports a hybrid arrangement with three days in the office and up to two days

Qualifications

The Hawkesbury is unlike anywhere else in metropolitan Sydney - and this is an opportunity to lead work that residents can see, use and value for generations.

Across approximately 2,776 square kilometres, Hawkesbury City Council is the custodian of an infrastructure asset portfolio valued at approximately $1.69 billion. Its road network includes 799 kilometres of sealed roads and 278 kilometres of unsealed roads across townships and rural villages.

We are looking for a Director who understands that infrastructure leadership is about more than delivering projects. It is about earning trust, developing people, making good decisions and creating lasting community value.

This is not a role for someone arriving with a fixed 'been there, done that' mindset. We want a leader who remains curious, develops themselves and others, challenges established thinking constructively and relentlessly pursues better community value.

Reporting to the General Manager, you will join Council's Senior Executive Team and lead approximately 170 employees across asset management, capital delivery, infrastructure operations, waste and resource recovery, plant and fleet, and emergency management.

You will oversee a capital works program of approximately $120 million, including major road, building and community infrastructure projects.

The challenge is significant: strengthen asset management maturity, deliver an ambitious program, improve infrastructure resilience and transition from considerable grant-funded investment to a sustainable long-term program.

What you will lead
  • Deliver major projects while strengthening cost, contract and program discipline.
  • Improve asset planning, data, prioritisation and lifecycle management.

  • Lead professional, operational and field-based teams with clarity and respect.
  • Build credibility with Councillors, employees, government partners and a highly engaged community.

Essentially, you will bring:
  • Relevant tertiary qualifications in engineering, construction, project management or a related discipline.
  • Extensive senior leadership experience in a complex statutory or regulated environment.
  • Strategic judgement and the confidence to operate in a political and community-facing setting.
  • Strong budgeting, cost-control, performance, project and contract-management capability.
  • Experience leading change, continuous improvement and a large multidisciplinary workforce.
  • Strong governance, probity, communication and stakeholder-management skills.
  • A genuine commitment to safety, wellbeing, inclusion and respectful leadership.
  • The resilience and adaptability to lead through competing priorities and changing circumstances.
  • Local government executive and emergency-management experience would be advantageous but is not essential.
The offer

The total remuneration package is $305,000-$315,000. The position is based at Council Chambers Administration Building in Windsor. Following the six-month probation period, Council's hybrid arrangement requires three days in the office and allows up to two days working from home.
