The Essential Services Commission Victoria is seeking a Change Lead to support delivery of the Victorian Energy Upgrades Transformation Program by leading change planning and implementation across a range of initiatives in a dynamic regulatory setting.

You will partner with program and business leads to assess change impacts, develop change approaches, and support the adoption of new ways of working, including stakeholder engagement, training, readiness planning and implementation support.

  • identifying and managing change risks, issues and dependencies, and aligning change activities within broader program delivery
  • preparing practical change materials, monitoring progress and feedback, and contributing to continuous improvement in change approaches and tools

Job description

The Essential Services Commission is Victoria's independent economic regulator of essential services supplied by a range of industries. The commission's functions include:

  • making regulatory decisions with respect to prescribed industries (including price determinations, licensing, customer protection and access disputes).
  • undertaking reviews and providing advice to Ministers on a range of economic and regulatory matters.
  • administering the Victorian Energy Upgrades program.
About the role

The Change Lead plays a key role in supporting delivery of the Victorian Energy Upgrades (VEU) Transformation Program by leading change planning and implementation across a range of initiatives.

In this role, you will partner with program and business leads to assess change impacts, develop change approaches, and support the successful adoption of new ways of working. You will design and deliver practical change activities such as stakeholder engagement, communication, training, readiness planning and implementation support.

The role requires someone who can work across multiple initiatives in a dynamic environment, build strong relationships with stakeholders, and translate complex change into clear, practical actions for affected teams. You will bring demonstrated experience in change delivery, sound judgement, strong communication skills, and the ability to work collaboratively across a complex regulatory setting.

This is a 12-month fixed term position. The work location for this position is 570 Bourke Street, Melbourne, with hybrid work arrangements available.

Key accountabilities

The role is responsible for:
