Job summary

VicGrid is seeking a Director, Access Establishment to lead the new Victorian Access Regime, ensuring timely, regulated access to land and network infrastructure for priority energy projects. Reporting to the Executive Director, REZ Development and Access, you will shape the operating model and governance for delivery of the regime.

You will oversee engagement with government, industry, financiers and energy market bodies, build a high-performing team, and navigate a highly regulated environment

• Lead the establishment and maturation of the access function within VicGrid, including defining operating frameworks, governance and delivery models.
• Drive coordination across VicGrid, DEECA and external stakeholders to align policy, regulatory and delivery objectives.
• Lead engagement with renewable energy developers, project financiers and energy market bodies to build support for the Victorian Access Regime.
• Shape and influence government approval pathways to ensure projects progress through planning and regulatory interfaces with clarity and reduced risk.
• Support Executive Director by strengthening capability in delivery execution and cross-system integration.

The Opportunity

The Director, Access Establishment is a critical leadership role responsible for both establishing and leading the Access function within VicGrid to enable timely, coordinated and compliant access to land and network infrastructure for priority energy projects. Reporting to the Executive Director, REZ Development and Access, this position is accountable for leading the program to shape the design of the new Victorian Access Regime, driving complex, interconnected approval regulatory and approval pathways and standing up the operating model to deliver the new regime.

What you will deliver

• You will lead the establishment and maturation of the access function within VicGrid, including defining operating frameworks, governance, and delivery models suited to a State Business Corporation environment.
• Drive coordination across VicGrid, DEECA and external stakeholders to drive decision making, ensuring alignment with policy, regulatory and delivery objectives.
• Lead engagement with renewable energy and storage developers, project financiers and energy market bodies to build support for the Victorian Access Regime.
• Shape and influence government approval pathways, ensuring projects progress through planning, regulatory and stakeholder interfaces with clarity, confidence and reduced risk.
• Support and complement the Executive Director, REZ Development and Access by strengthening capability in areas requiring additional leadership depth, particularly in delivery execution and cross-system integration.

What you will bring

• Demonstrated experience leading complex infrastructure, energy or government programs within highly regulated environments, with a strong understanding of how policy, regulation and delivery intersect to enable successful outcomes.
• Demonstrated experience leading and developing teams, providing ongoing coaching and mentorship, setting clear direction, and acting as a trusted point of contact for guidance and support and escalation on complex matters.
• Proven ability to establish or transform functions, including designing operating models, governance frameworks and delivery systems from inception.
• Deep expertise in navigating government, experience establishing highly regulated functions.
