Job summary

OSCE is seeking an International Consultant - AI Data Analyst/Expert to analyze historical patterns in SitRoom data and develop scalable ML-driven early warning methods. You will ingest large open-source datasets, refine NLP techniques, and build a prototype application for analyst outputs.

The role requires strong Python skills, ML and NLP experience, and the ability to communicate complex findings clearly in English. Initial contract runs until 31 March 2027 with potential extensions in Vienna.

Qualifications

• First-level university degree or higher in a relevant field such as data science, analytics, CS, economics or security studies.
• Demonstrated experience applying data analytics, statistical modelling and/or ML methods to complex datasets.
• Proven experience with Python-based data analysis and NLP/text analytics.
• Ability to translate technical model outputs into clear, actionable findings for non-technical users.
• Strong analytical writing skills and ability to document methods and results in English.

Responsibilities

• Ingest and process the SitRoom open-source news database for analysis-ready outputs.
• Apply and refine machine learning algorithms on large OSS datasets.
• Develop indicator generation methods using rolling prominence and predefined periods.
• Back-test historical OSCE cases and document performance and limitations.
• Develop a prototype app to generate analyst-facing outputs and reports.
• Prepare user and technical documentation for OSCE staff.
• Develop a forecasting model for early warning trend analysis.
