Partners of the Americas seeks a Monitoring and Evaluation (M&E) Officer to lead the design, implementation, and management of M&E systems for a multi-country technical assistance project across Argentina, Ecuador, El Salvador, and Guatemala. The role will require collaboration with the Project Director and country teams and is contingent upon funding.

The ideal candidate has a Master’s or higher in a relevant field, at least five years of senior M&E experience, strong data tools, and fluency in

  • Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, other social sciences, or related fields.
  • Minimum of five (5) years of professional experience in a senior M&E position responsible for implementing monitoring, evaluation, and learning activities for international projects.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Demonstrated ability to facilitate and coordinate learning and adaptation processes, create and use tools to elicit and leverage learning, and lead cross-team learning or sensemaking workshops.
  • Experience developing and refining data collection tools and analyzing data.
  • Experience working in or supporting projects in Argentina, Ecuador, El Salvador, and/or Guatemala, and experience related to trade compliance, customs enforcement, or supply-chain due diligence, are preferred.
  • Strong facilitation, communication, collaboration, and leadership skills.
  • Oral and written fluency in Spanish required.
  • Oral and written proficiency in English required.

Position Summary

Partners of the Americas seeks a Monitoring and Evaluation (M&E) Officer to lead the design, implementation, and management of the monitoring, evaluation, and learning systems for an anticipated multi-country technical assistance project supporting Argentina, Ecuador, El Salvador, and Guatemala in building the systems needed to prevent the importation of goods made wholly or in part with forced labor. The M&E Officer holds responsibility for indicator design, data collection and analysis, performance monitoring, and learning and adaptation across all four countries, working closely with the Project Director and country teams.This is a proposed position foran anticipatedproject. Employment is contingent upon Partners being awarded the cooperative agreement and the availability of funding.

Location

This position willbe located inBuenos Aires, Argentina; Quito, Ecuador; San Salvador, El Salvador; or Guatemala City, Guatemala.

Qualifications
  • Bachelor’s or Master’sdegree in statistics, demographics, public policy, international development, economics, other social sciences, or related fields.
  • Minimum of five (5) years of professional experience in a senior M&E position responsible for implementing monitoring, evaluation, and learning activities for international projects.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages. Experience infacilitatingand leading strategic planning and performance measurement, including indicator design, target setting, reporting, and developing M&E and performance monitoring plans.
  • Demonstrated ability tofacilitateand coordinate learning and adaptation processes, create and use tools to elicit andleveragelearning, and lead cross-team learning or sensemaking workshops.
  • Experience developing and refining data collection tools and analyzing data.
  • Experience working in or supporting projects in Argentina, Ecuador, El Salvador, and/or Guatemala, and experience related to trade compliance, customs enforcement, or supply-chain due diligence, are preferred.
  • Strong facilitation, communication, collaboration, and leadership skills.
  • Oral and written fluency in Spanishrequired.
  • Oral and writtenproficiencyin Englishrequired.
