Overview

IBTCI is seeking a technical Deputy Chief of Party (DCOP) for an anticipated multi-year Monitoring, Evaluation, and Learning Activity in Bosnia and Herzegovina. The purpose of the USAID MEL Activity is to provide monitoring, evaluation, and learning (MEL), and collaborating, learning, and adapting (CLA) support services to USAID/Bosnia’s technical offices and implementing partners. The DCOP will lead technical assistance, review Activity-level MEL Plans, assist in Data Quality Assessments, serve as acting COP as needed, and lead activity reporting.

This position is contingent upon USAID award and will be based in Sarajevo. Local applicants and expatriates are encouraged to apply.

Responsibilities
Essential Duties/Tasks and Responsibilities
  1. Performance Monitoring (50%): Provide oversight of technical work related to performance monitoring, lead design and analysis, assist in developing and maintaining the PMP, support MEL plan development, design data verification techniques, manage and mentor field monitors, and advise on adherence to activity interventions.
  2. Design and conduct evaluations, surveys, assessments, and special studies (25%): Oversee evaluations, manage assessments, contribute to methodology design, and ensure quality of reports.
  3. Collaborating, Learning, and Adapting (CLA) (15%): Facilitate CLA activities, review reporting methods, conduct training, and lead knowledge capture and activity reporting.
Qualifications
Minimum Requirements
  • At least 10 years of progressive experience in similar roles, including 4 years on USAID-funded activities.
  • Knowledge of USG-funded program policies, regulations, and procedures preferred.
  • Advanced degree in international relations, economics, statistics, public policy, research methods, or related field.
  • Senior experience in program performance monitoring, evaluations, survey design, and data analysis.
  • Experience in implementing CLA at activity level.
  • Proficiency in English; Bosnian or equivalent language preferred.
Education

Advanced degree in a relevant field required.

Preferred Knowledge, Skills, and Abilities

Familiarity with USAID policies and procedures.
