CRDF Global seeks an experienced Program Manager based in Argentina to lead a US Department of State-funded initiative for building a centralized civilian-led Cybersecurity Operations Center. The role oversees in-country management, coordination, and delivery, ensuring alignment with grant requirements and program objectives.

Formación

• Proven experience managing complex donor-funded, international development, national security, or cyber resilience programs.
• Demonstrated experience leading multi-stakeholder initiatives with government, donors, experts, and implementing partners.
• Experience in cybersecurity, digital resilience, critical infrastructure protection, or related fields.
• Familiarity with national cybersecurity frameworks, resilience planning, and incident response readiness.
• Experience leading programs in Argentina and collaborating with Argentine government institutions.
• Experience with US Government cooperative agreements, grants, or contracts and understanding of federal award requirements.
• Ability to manage multidisciplinary teams across technical, policy, and capacity-building objectives.
• Excellent written and verbal communication in Spanish and English.
• Strong leadership, diplomacy, and problem-solving skills.
• Legal authorization to reside and work in Argentina.

Responsabilidades

• Serve as the primary in-country liaison with US Government stakeholders and Argentine counterparts.
• Lead multidisciplinary local and international teams to align technical, policy, and program activities.
• Provide leadership for governance, workforce development, and capacity-building initiatives.
• Oversee startup, implementation, transition, and closeout of the national digital resilience program.
• Manage strategy, work planning, budget, staffing, deliverables, risks, and reporting.
• Coordinate development of the national Security Operations Center (SOC) governance and procedures.
• Oversee efforts to enhance government capability to anticipate and respond to cyber incidents.
• Promote cross-sector collaboration to advance national cybersecurity objectives.
• Support development of sustainable national capabilities and long-term resilience.
