CRDF Global is seeking an experienced Program Manager based in Argentina to lead a U.S. Department of State-funded initiative establishing a centralized civilian-led National Cybersecurity Operations Center (SOC). This senior role focuses on program leadership, not hands-on technical cybersecurity.

You will coordinate with U.S. Government stakeholders, Argentine counterparts, academia and private sector partners to strengthen national cyber resilience, governance, and incident response readiness

Formación

• Proven experience managing complex donor-funded or international development programs.
• Experience leading multi-stakeholder initiatives with government, donors and partners.
• Experience in cybersecurity, digital resilience, or critical infrastructure protection.
• Familiarity with national cybersecurity frameworks and governance.
• Experience with U.S. Government cooperative agreements or federal awards.

Responsabilidades

• Serve as primary in-country liaison with U.S. Government stakeholders and Argentine counterparts.
• Lead multidisciplinary teams to align technical, policy, and program activities.
• Provide leadership for governance, incident response readiness, and capacity-building initiatives.
• Oversee startup, implementation, transition, and closeout of a national digital resilience program.
• Manage strategy, budget, staffing, deliverables, risks and reporting across workstreams.
• Coordinate establishment and operation of a national Security Operations Center (SOC).
• Promote cross-sector collaboration to advance cybersecurity and resilience objectives.
