Job summary

Aventus is seeking a Vice President of Learning & Development in Dubai to shape and deliver the organisation's holistic L&D agenda across the Group. The role leads design and implementation of technology-enabled learning solutions and leadership development while partnering with senior stakeholders to identify needs and measure ROI.

Responsibilities include building an end-to-end learning strategy, managing L&D budgets, and overseeing the LMS.

Qualifications

• 10 years experience in L&D (Minimum).
• Proven ability to design and implement L&D from scratch.
• Experience in banking/FS sector preferred.
• Proficient in measuring impact and ROI of L&D initiatives.

Overview

We are currently supporting a leading financial institution in the Dubai in the appointment of a Vice President - Learning & Development. This is a senior strategic role responsible for shaping and delivering the organisation's holistic Learning & Development agenda across the Group.

The successful candidate will lead the design and implementation of innovative, technology-enabled learning solutions, leadership development programmes and capability-building initiatives, while partnering closely with senior stakeholders to identify organisational needs and measure the impact and ROI of L&D interventions.

Key Responsibilities

• Develop and execute a holistic Learning & Development strategy covering behavioural, technical and leadership development needs across assigned business groups.
• Act as a strategic L&D partner to senior stakeholders, taking end-to-end ownership of learning strategy, delivery and measurable impact.
• Design and implement innovative, technology-enabled learning solutions and content across the organisation.
• Lead and enhance structured learning programmes, leadership development modules and broader people-development initiatives.
• Oversee the organisation-wide Learning Management System and wider learning ecosystem across multiple locations.
• Develop the annual L&D strategy, budget and learning calendar, including mandatory and regulatory training requirements.
• Lead the design and delivery of technical, behavioural, competency and soft-skills development programmes.
• Manage relationships with external learning providers, trainers, consultants and other strategic L&D partners.
• Build internal online learning content capabilities and expand the organisation's digital learning offering.
• Promote the use of digital, AI-enabled and innovative learning technologies to enhance the employee experience.
• Establish a strategic approach to learning effectiveness, evaluation and ROI, ensuring L&D investment delivers measurable business value.
• Lead and develop the L&D team, building capability across the function and supporting a high-performance culture.
• Develop and maintain a network of Learning SMEs across the organisation, ensuring consistently high standards of learning delivery.
• Oversee learning operations and learning centre activities across multiple locations.
• Provide senior management and relevant regulatory stakeholders with L&D metrics, completion data, performance measures and effectiveness reporting.
• Define and implement L&D policies, processes and governance frameworks across the organisation.
• Partner with global L&D teams to ensure a consistent and integrated approach to learning and development.
• Support regulatory requirements relating to the Learning function and ensure appropriate operational risk management.
• Design and deliver assessment and development centres and 360-degree assessment/guidance where required.
• Partner with Procurement, Finance, Legal and other internal functions to ensure effective governance and delivery of L&D services.
• Select and manage external training providers, negotiate with vendors and support the appointment of learning consultants.
• Lead hiring and selection activity for the L&D team, including role design and recruitment.
