Job summary

ICC Energy in Dubai seeks an experienced Tendering Engineer with a strong EPS, EPC and oilfield services background. You will own assigned tenders, develop bid strategies with stakeholders, and coordinate technical and commercial proposals for management approval and client submission.

The role requires 10–15 years in oil and gas, including 7+ years in tendering, plus robust expertise in EPS/EPC and tender leadership across complex bids, with strong Excel, English communication and risk

Qualifications

• 10–15 years in oil and gas with at least 7 years in tendering.
• Proven tendering across EPS, EPC, and oilfield services with ownership of complex bids and stakeholder coordination.
• Degree in Mechanical Engineering or a relevant discipline; an engineering diploma with substantial relevant experience may be considered.
• Strong capability in bid strategy, estimation, pricing, contract review, and risk assessment.
• Strong Excel and proposal preparation skills, excellent English communication, and ability to manage concurrent deadlines.
• Iraq/GCC/Middle Africa market exposure and ERP/CRM experience are advantages; occasional travel may be required.

Responsibilities

• Own the complete tendering process from opportunity assessment to award handover.
• Develop strategic bidding approaches with management and stakeholders covering execution, partnerships, pricing, and competitive positioning.
• Coordinate internal teams, clients, OEMs, suppliers, and subcontractors to secure complete tender inputs.
• Prepare and validate technical and commercial proposals, cost estimates, margins, schedules, and risk assessments.
• Deliver complete tender packages for management review and approval on time for client submission.
• Follow the Commercial Manual and approval authorities, maintaining records and supporting negotiations within approved parameters.

• Develop strategic bidding approaches with management and stakeholders, covering execution, partnerships, pricing, and competitive positioning.
• Coordinate internal teams, clients, OEMs, suppliers, and subcontractors to secure complete and timely tender inputs.
• Prepare and validate technical and commercial proposals, cost estimates, margins, schedules, and risk assessments.
• Deliver complete tender packages for management review and approval on time, ensuring timely client submission.
