The role covers reviewing RFQs, quotations, and contract requirements, coordinating with procurement and project teams, and delivering timely pricing for client inquiries and tenders.

Qualifications

Responsibilities

• Review RFQs, tender documents, drawings, and contract requirements at the pre-tender stage.
• Prepare detailed pre-tender assessments and bid evaluations to identify requirements and commercial opportunities.
• Prepare detailed cost estimates and quotations for infrastructure and road works including road markings and traffic safety.
• Develop competitive pricing for materials, labour, equipment, subcontracts, preliminaries, overheads, and indirect costs.
• Prepare commercial and technical tender submissions and pre-tender proposals for framework agreements and contracts.
• Coordinate with procurement, operations, and project teams to ensure accurate pricing and resource planning before submission.
• Identify commercial risks, clarifications, and value-engineering opportunities during bid prep.

Job description

We are seeking an experienced Tendering & Pre-Tender Estimation Engineer to join our infrastructure and road construction division. The successful candidate will be responsible for leading pre-tender studies, preparing accurate estimates, pricing quotations, developing competitive tender submissions, and supporting commercial proposals for infrastructure, road construction, road marking, traffic safety, highway maintenance, and related projects. The role is mainly based in Sharjah, with business operations and project opportunities across the UAE.

Key Responsibilities

• Review RFQs, tender documents, drawings, specifications, BOQs, and contract requirements at the pre-tender stage.
• Carry out detailed pre-tender assessments, scope reviews, and bid evaluations to identify project requirements, risks, and commercial opportunities.
• Prepare detailed cost estimates and quotations for infrastructure works, road construction works, piling works, diversion works, thermoplastic road marking, cold plastic systems, road studs, road accessories, footpaths, bus shelters, road signs, crack sealing, and related traffic safety works.
• Develop competitive pricing for materials, labor, equipment, subcontractors, preliminaries, overheads, and indirect costs.
• Prepare commercial and technical tender submissions, RFQ responses, quotations, and pre-tender proposals for framework agreements, maintenance contracts, and project bids.
• Conduct quantity take-offs and productivity analyses for machine-applied and manual road marking operations, as well as road and infrastructure works.
• Obtain, compare, and evaluate supplier and subcontractor quotations during the tendering process.
• Coordinate with procurement, operations, production, engineering, and project teams to ensure accurate pricing, methodology, and resource planning before tender submission.
• Prepare rate build-ups for infrastructure works, road construction activities, piling works, diversion works, thermoplastic application, cold plastic application, crack sealing, road stud installation, traffic sign installation, footpath works, bus shelter installation, road accessories installation, and manual hand-crew activities.
• Maintain updated databases for material costs, labor rates, equipment utilization, and productivity benchmarks to support pre-tender and tender pricing.
• Identify commercial risks, exclusions, assumptions, clarifications, and value-engineering opportunities during bid preparation.
• Support business development teams by providing timely pricing for client enquiries, direct quotations, pre-tender budgets, and urgent tender requests.
• Manage multiple pre-tender studies, RFQs, quotations, and tenders simultaneously while meeting strict submission deadlines.

Preferred Candidate

• Civil Engineer with experience in infrastructure and road construction works.
• Strong understanding of UAE market rates, productivity norms, and authority specifications.
• Proven experience preparing pre-tender estimates, quotations, RFQs, and tenders for infrastructure, road construction, road marking, traffic safety, piling, diversion, footpath, bus shelter, and road accessories projects.
• Commercially minded with strong analytical, negotiation, and bid preparation skills.
• Ability to work efficiently in a fast-paced environment with multiple client enquiries, pre-tender studies, quotation requests, and tender opportunities.
