Job summary

Liwa Trading Enterprises LLC is seeking an experienced Learning and Development Manager to spearhead Performance Management, L&D, Succession Planning initiatives and HR policy management.

This is a key leadership role driving a high-performance culture, designing innovative learning solutions, strengthening organizational capabilities, and ensuring alignment of people strategy with business objectives.

Qualifications

• Bachelor's degree in HR, Business Admin, Organizational Psychology or related field.
• 8–10 years HR experience with Learning & Development, Organizational Development and Performance Management.
• Proven experience designing and implementing L&D strategies, competency frameworks and succession planning.
• Strong background in organisational design, change management and culture transformation.
• Experience conducting Training Needs Analysis (TNA) and delivering behavioural and leadership training.
• Excellent stakeholder management, facilitation, coaching and presentation skills.
• Strong analytical and project management capabilities.
• Professional certifications such as CIPD, SHRM, ATD, CPTD or equivalent are highly desirable.

Responsibilities

• Define and implement L&D strategies, plans and policies aligned with the Strategic Plan.
• Maintain budgets and vendor/consultant relationships.
• Assess development plan success and maximize learning opportunities.
• Track budgets and negotiate contracts.
• Conduct annual TNA in line with budget and strategy.
• Provide/coordinate delivery of high‑quality behavioural training to staff.
