PME is seeking an experienced Bid Manager to lead and manage bids for engineering consultancy across the oil and gas value chain, covering upstream to downstream projects in the UAE. You will oversee the full tender lifecycle, craft cost models, and coordinate with technical, commercial, and finance teams to deliver compliant, compelling proposals.

• 8–15 years of experience in bids and proposals for engineering consultancy and studies (Concept, FEED, EPCM, PMC) in NOC/IOC/EPC environments.
• Strong understanding of engineering scopes across process, pipeline, mechanical, E&I, civil, and safety disciplines.
• Knowledge of API, ASME (B31.3/4/8), IEC 61511/60079, NFPA, DNV, and ISO 15156.

Responsabilidades

• Lead the complete bid lifecycle—from EOIs to award, including clarifications and BAFO.
• Design execution approaches for consultancy scopes with deliverables, schedules, and data management strategies.
• Coordinate multi-discipline inputs; source subconsultants and enabling technologies for integrity, safety, and digital studies.
• Develop cost models and price-to-win strategies for various contracting approaches.
• Negotiate contractual terms such as LDs, KPIs, liability caps, and change controls with Finance and Legal.
• Maximize in-country value through Emiratisation and local partnerships; analyze competitor benchmarks.
• Ensure smooth handover to project teams with defined deliverables and risk logs.
