Stakeholder Management and Authority Coordination
- Manage working relationships with government agencies, utility providers, regulatory bodies, and client representatives.
- Liaise with relevant authorities to obtain the approvals and NOCs required for project activities.
- Establish and implement a stakeholder management plan covering communication responsibilities, approval procedures, and escalation arrangements.
- Develop communication protocols with regulatory organizations and client teams based on the agreed responsibility matrix.

- Coordinate technical queries and approval matters involving clients, consultants, contractors, and government offices.

NOC Management and Approval Tracking
- Establish and maintain NOC registers to monitor submission dates, approval status, outstanding comments, and required follow-up actions.
- Track utility-related NOCs and coordinate their completion within project requirements.
- Monitor the preparation and submission of engineering drawings and supporting technical documents.
- Follow up with authorities to address pending approvals and identify matters requiring escalation.
- Review approval progress against project schedules and highlight potential delays.
- Coordinate with project personnel to ensure outstanding NOC requirements are addressed.
- Maintain accurate records of approval correspondence, technical comments, and authority responses.
- Provide regular updates on NOC progress and unresolved approval matters.
Project Coordination and Technical Support
- Participate in project design meetings and provide recommendations relating to authority requirements.
- Review engineering coordination matters involving utility layouts, cross sections, and infrastructure interfaces.
- Collect technical information from government agencies, third-party consultants, and contractors.
- Coordinate responses to authority comments and requests for additional documentation.
- Assist the project team in resolving technical queries associated with utility infrastructure and construction approvals.
- Attend project coordination meetings and follow up on assigned actions.
- Support communication between internal project disciplines and external stakeholders.
Reporting and Schedule Monitoring
- Prepare weekly and monthly reports covering stakeholder coordination, approval progress, and outstanding technical issues.
- Compile supporting engineering drawings, submission records, and relevant project information for client and management review.
- Monitor project schedules to identify delays or deviations associated with the NOC approval process.
- Maintain action trackers and report critical approval matters to the project team.
- Provide timely information to support planning decisions and coordination with regulatory organizations.
Required Qualifications and Experience
- Bachelor 's Degree in Engineering or a construction-related discipline.
- Minimum 7-12 years of experience in stakeholder management or NOC coordination, including liaison with authorities in Dubai.
- Proven experience working with Dubai government agencies and their NOC submission and approval systems.
- Strong understanding of utility infrastructure, engineering cross sections, and applicable authority requirements.
- Knowledge of engineering and construction processes, regulatory procedures, and relevant industry practices.
- Experience coordinating with clients, consultants, contractors, and government representatives.
- Excellent written and verbal communication skills in English.
- Strong organizational abilities and experience managing multiple approval activities.
- Valid UAE driving license and access to a car, as the position involves daily travel to government offices and service authorities.
