What You 'll Be Doing
Stakeholder and Authority Coordination
- Manage relationships with government authorities, regulatory agencies, utility service providers, and client representatives.
- Develop and implement a stakeholder management plan covering communication procedures, responsibilities, and approval requirements.
- Establish communication plans with regulatory authorities and client organizations, including defined escalation procedures based on the project responsibility matrix.
- Coordinate with relevant UAE authorities and service providers, including RTA, DEWA, Dubai Municipality, Etisalat, du, DUSUP, GHD, SRTA, SEWA, FEWA, RAKWA, RAK Municipality, and MOEI, as applicable.
- Maintain knowledge of authority regulations, utility standards, technical submission requirements, and approval procedures.
- Coordinate technical communication between internal project teams, external client representatives, consultants, contractors, and government offices.
NOC and Approval Management
- Coordinate NOC applications and authority approval submissions for project activities.
- Establish and maintain NOC tracking records covering submission progress, approval status, outstanding requirements, and follow-up actions.
- Monitor the preparation and progress of engineering drawings and supporting documentation required for NOC submissions.
- Follow up with relevant authorities and utility providers to obtain necessary approvals within project timelines.
- Coordinate with project teams to address technical comments and outstanding approval requirements.
- Track utility-related NOCs and monitor their progress through the approval process.
- Identify delays in authority approvals and coordinate appropriate follow-up actions.
- Maintain communication with stakeholders to support the completion of regulatory approval activities.
Technical and Project Coordination
- Coordinate technical queries involving government authorities, utility providers, consultants, and contractors.
- Participate in project design meetings and provide recommendations related to authority requirements and approval procedures.
- Collect technical information from relevant agencies, third-party consultants, and contractors to support engineering documentation.
- Coordinate the preparation of technical information required for design drawings and project submissions.
- Support project teams in resolving outstanding matters related to utility coordination and authority approvals.
- Maintain organized records of technical correspondence, authority submissions, and approval documentation.
Project Monitoring and Reporting
- Review project schedules regularly to identify delays or deviations associated with NOC activities.
- Monitor the progress of authority approvals against project milestones and submission schedules.
- Prepare weekly and monthly reports covering stakeholder coordination, technical queries, and approval progress.
- Attend project meetings and follow up on outstanding tasks and assigned coordination activities.
- Provide updates to project management and client representatives regarding NOC status and pending approvals.
- Coordinate with relevant stakeholders to address matters affecting approval schedules.
- Perform other responsibilities associated with the position as required.
What Required Skills You 'LL Bring
Education and Experience
- Bachelor 's degree in Engineering, Construction, or a related field.
- Minimum 7-12 years of experience in stakeholder management or NOC coordination involving authorities in Dubai.
- Proven experience working with Dubai government authorities and their NOC approval systems.
- Strong background in utility infrastructure, engineering cross-sections, and relevant technical standards.
- Practical understanding of engineering and construction processes, authority requirements, and regulatory approval procedures.
- Experience coordinating with utility providers, consultants, contractors, and client representatives.
Technical Skills
- Familiarity with Electronic Document Management Systems (EDMS).
- Familiarity with Document and Material Control Systems (DMCS).
- Working knowledge or awareness of Computer-Aided Design (CAD) operations.
- Understanding of engineering drawings, technical documentation, and authority submission procedures.
- Ability to maintain NOC tracking systems and organize approval records.
- Familiarity with computer software commonly used in engineering and construction projects.
Communication and Coordination Requirements
- Excellent written and spoken English communication skills.
- Arabic language skills would be an advantage.
