Role Context

The Specialist - Procurement Contracts plays a key role in protecting project value, reducing contractual risk, and ensuring procurement activities are delivered in line with approved policies, project objectives, and business requirements. This position supports direct procurement as well as procurement managed by EPC contractors, covering the full cycle from pre-qualification and tendering to contract award recommendation, post-award administration, variation handling, claims support, material follow-up, and contract completion. The role contributes to project continuity by ensuring clear contractual documentation, timely availability of procured materials, effective vendor coordination, and strong commercial control across oil and gas capital projects.

Key Responsibilities

• Execute procurement and contracts activities for major and technical projects in line with approved procedures, project schedules, and commercial requirements.
• Provide accurate input for development of project contractual strategies aligned with technical, commercial, operational, and delivery objectives.
• Prepare, update, review, and modify contracts, tender documents, contractual correspondence, and project-related commercial documentation.
• Conduct procurement activities from pre-qualification and enquiry preparation through tender evaluation and recommendation for contract award.
• Identify contractual, operational, financial, legal, and third-party performance risks and support timely mitigation through effective contract terms.
• Review scopes of work to reduce ambiguity, prevent contractual misinterpretation, and minimize variations, claims, and disputes during execution.
• Participate in preparing contractual responses to contractor queries, tender clarifications, commercial issues, and execution-phase matters.
• Evaluate changes, variations, and claims while developing negotiation strategies that reduce contractual exposure and protect project interests.
• Coordinate with project teams, technical disciplines, EPC contractors, vendors, suppliers, and internal stakeholders to support smooth procurement delivery.
• Follow up on procurement progress to ensure required materials, equipment, and services are available within agreed project timelines.
• Support contract administration activities during pre-award and post-award phases, including commercial tracking, issue resolution, and documentation control.
• Assist in managing vendor and supplier performance for equipment, commodities, project materials, and technical deliverables.
• Coordinate with purchasing, inspection, expediting, freight forwarding, shipping, customs, material control, and project procurement teams.
• Support subcontractor technical and quality evaluation, agreement preparation, vendor management, and expediting of deliverables.
• Apply knowledge of oil and gas codes, standards, HSE procedures, UAE laws, and project procurement practices during contract and supply chain activities.
• Support contract closeout, completion certificate issuance, final documentation, and closure actions according to contractual provisions.
• Maintain accurate records for planning, organizing, scheduling, coordinating, checking, examining, and reporting procurement and contract activities.

Ideal Profile

• Bachelor Degree in Engineering.
• Minimum 6 years of experience in procurement and contracts activities related to oil and gas projects.
• Strong experience in pre-award and post-award contract management for major or technical projects.
• Practical knowledge of enquiry preparation, enquiry management, tender evaluation, contract formulation, contract administration, and contract closeout.
• Sound understanding of contract terms and conditions, commercial principles, legal exposure, supplier obligations, and contractor performance risks.
• Familiarity with standard industry forms of contracting and their practical effects on project delivery.
• Experience managing commercial and legal issues that may impact business performance and project execution.
• Strong background in contracts management activities for capital projects within the oil and gas industry.
• Knowledge of purchasing, inspection, expediting, shipping, material control, project procurement, and supplier coordination.
• Thorough understanding of materials, equipment, commodities, vendors, and suppliers used in the oil and gas industry.
• Working knowledge of expediting, freight forwarding, shipping, customs, and international project procurement requirements.
• Good knowledge of project procurement plans, subcontractor technical and quality evaluation, agreement preparation, vendor management, and deliverable expediting.
