Role Context

The Specialist – Contract Development acts as a central link between end users, bidders, contractors, consultants, service providers, supplier management, legal, finance, audit, and contract leadership during the full tender and contract development cycle.

Key Responsibilities
  • Review planned acquisition requests from ADNOC Group Companies and HQ end users for general services, manpower services, services, and works requirements.
  • Provide contract and commercial input during joint planning meetings with end users and contract department personnel.
  • Guide end users on acquisition request requirements, tender information, evaluation criteria, supporting documents, and contract request checklists.
  • Initiate expression of interest or prequalification activities where required to assess market interest for future tenders.
  • Prepare memorandums for potential category management or group procurement items identified in planned procurement requirements.
  • Obtain potential bidder lists from supplier management and verify bidder registration, work activity alignment, and suitability for the future tender scope.
  • Prepare justification for long list bidders and confirm alignment between bidder capabilities and the scope of services or works.
  • Prepare EOI and prequalification invitation correspondence through SAP Ariba and coordinate review and issue through the approved contract authority.
  • Review EOI and prequalification queries, coordinate written responses with end users, and determine whether updates should be shared with one company or all invited companies.
  • Receive, review, compile, and forward EOI or prequalification responses to end users for review or evaluation.
  • Review end user prequalification evaluation responses and perform due diligence checks, including arithmetic validation of scoring where applicable.
  • Receive acquisition requests through SAP Ariba and check completeness against established tender submission requirements.
  • Recommend acceptance of complete acquisition requests or prepare clear rejection notes listing missing information and documents.
  • Prepare contract development plans for tender and award activities in coordination with contract leadership and end users.
  • Prepare bidder list recommendations and tender strategy documents for approval by management or tender board in line with Delegation of Authority.
  • Select applicable request for tender templates from approved standard documents and compile RFT packages from accepted acquisition request documents.
  • Prepare bid invitations in SAP Ariba after bidder list and tender strategy approval, ensuring bidders confirm receipt of tender documents.
  • Forward RFT documents to end users for reference during the bid period and maintain clear tender records.
  • Coordinate site visits, bid clarification meetings, letters of assistance, security pass requirements, and related tender communications.
  • Receive bidder queries through SAP Ariba, assign responses to relevant departments, consolidate answers, and issue bid bulletins where required.
  • Receive and open technical and unpriced commercial bids in SAP Ariba.
  • Notify end users of technical bid availability and provide guidance on technical evaluation requirements.
  • Perform unpriced commercial evaluation using approved checklists and identify bidder exceptions, deviations, and matters requiring legal or finance input.
  • Coordinate end user bid clarifications, bidder responses, facility visits, and technical evaluation support during the evaluation phase.
  • Review technical evaluation reports from end users and perform due diligence checks for corrections, shortfalls, anomalies, or missing information.
  • Receive and open commercial bids in SAP Ariba and perform commercial evaluation, including In‑Country Value components.
  • Prepare commercial summary sheets, develop negotiation strategies, and support commercial bid meetings with bidders.
  • Update commercial evaluations after negotiations and submit findings for contract leadership review.
  • Prepare recommendations for award of services or works for management or tender board approval.
  • Prepare letters of award, register contracts in SAP, obtain contract numbers, coordinate delegated signatures, and arrange contractor collection.
  • Review signed letters of award to confirm correct execution and distribute approved award documents to end users.
  • Prepare final contract documents by consolidating tender bulletins, bidder technical submissions, clarification replies, and approved RFT requirements.
  • Coordinate final contract review with end users and update documents where comments are technically correct and contractually acceptable.
  • Arrange original contract printing, page checks, initials, contractor signature, internal circulation, ADNOC signature, and final contract issue.
  • Issue regret letters to unsuccessful bidders and maintain proper closure of the bid process.
  • Support contract kick‑off preparation by identifying items to be addressed with end user contract administrators and appointed contractors.
  • Evaluate ADNOC‑generated variations and contractor claims by obtaining technical concurrence, budget confirmation, management approval, and formal agreement with contractors.
  • Track contract duration, optional year requirements, extensions, completion certificates, liquidated damages matters, and closeout deadlines.
  • Update tender and contract status weekly in SAP systems and provide KPI input and progress reporting.
  • Follow up on contractor performance evaluations and ensure supplier management is informed for contract closeout records.
  • Maintain complete tender and contract correspondence in SAP systems to support transparency, continuity, and audit readiness.
  • Review and recommend improvements to procurement policies, procedures, standard correspondence, checklists, tender documents, and contract forms.
  • Coordinate with supplier management on contractor qualification surveys and participate in shop surveys when required.
  • Supervise contracts engineers involved in contract development, consultancy agreements, change orders, and claims.
  • Prepare management recommendations, reports, analysis, and contractual documentation as assigned.
  • Support budget preparation, performance objectives, process improvement, HSE compliance, MIS reporting, and continuous improvement activities.
Ideal Profile
  • Bachelor’s Degree in Engineering (preferably Civil, Mechanical, or Electrical).
  • Bachelor’s Degree in Quantity Surveying, Business Administration, or an equivalent professional qualification.
  • Minimum 10 years of professional experience in contract development, preferably in an oil, gas, or petrochemical environment.
  • Strong knowledge of tender development, tender preparation, tender evaluation, contract drafting, commercial evaluation, and contract award processes.
  • Demonstrated experience in contract management, commercial practices, legal aspects, claims review, variation handling, and negotiation support.
  • Practical knowledge of contract law, commercial practice, terms and conditions, indemnities, insurance, guarantees, warranties, and liquidated damages.
  • Experience working with contractors, consultants, service providers, end users, legal teams, finance teams, insurance teams, and audit functions.
  • Good understanding of oil and gas operations and the contractual requirements supporting services and works activities.
  • Ability to handle multiple tenders and contract interactions while managing a demanding workload.
  • Strong problem‑solving capability with confidence to lead issues and obtain practical resolution.
  • Good organizational, project management, communication, commercial judgment, and negotiation skills.
  • Computer literate with ability to use SAP Ariba, SAP systems, office software, and specialized procurement or contract systems.
  • Fluent English communication skills are required; Arabic language ability is an advantage.
  • Strong end user focus with a responsive, decisive, and positive working style.
  • Ability to work independently without close supervision while maintaining compliance with approved procedures.
  • Safety awareness and ability to support departmental health and safety programs.
  • Professional qualification such as CIPS is preferred.
  • Additional qualification in Business Administration or Legal is preferred.
