Role Context

The Contracts Specialist provides commercial and contractual expertise throughout the complete tender and contract lifecycle. The position works with user departments, Finance, Legal, contractors, bidders, and management to establish appropriate contracting strategies, prepare accurate tender documentation, evaluate commercial submissions, support negotiations, administer contract awards, and resolve claims or variations. By applying disciplined tendering procedures and sound contractual judgment, the role helps ADNOC secure commercially competitive agreements, control contractual risk, maintain fairness in procurement, and ensure that high-value contracts are properly administered through completion and closeout.

Key Responsibilities
  • Develop contracting activity plans for assigned tenders in accordance with company requirements and procurement schedules.
  • Review and recommend contracting strategies appropriate to the scope, commercial risk, market conditions, and operational requirements.
  • Assess tendering procedures and recommend suitable reimbursement and commercial structures.
  • Prepare initial bidder shortlists and support contractor qualification activities.
  • Recommend prequalification and tender evaluation criteria for complex works and services.
  • Compile complete tender packages incorporating technical, contractual, commercial, financial, and legal requirements.
  • Ensure approved evaluation criteria, contractual provisions, and commercial conditions are included accurately within invitations to tender.
  • Coordinate with Finance and Legal teams on contractual, financial, and legal matters affecting assigned tenders and agreements.
  • Support development and application of standard forms of contract.
  • Review proposed deviations from standard contractual terms and coordinate the required approval process.
  • Prepare documentation required for opening priced and unpriced bids in accordance with approved procedures.
  • Participate in formal bid-opening activities within applicable Delegation of Authority requirements.
  • Maintain strict confidentiality, fairness, transparency, and procedural compliance throughout the bidding process.
  • Prepare commercial and contractual documentation required for bidder negotiations.
  • Participate in negotiation meetings and provide contractual and commercial advice during discussions with bidders.
  • Develop negotiation strategies aimed at protecting company interests while achieving appropriate commercial outcomes.
  • Review technical and commercial bid evaluations and ensure submissions are assessed against approved tender criteria.
  • Conduct techno-commercial evaluations and identify recommended contractors with clear commercial justification.
  • Prepare evaluation findings and recommendations for management review and approval.
  • Coordinate preparation of Letters of Award following approval of the selected contractor.
  • Ensure contract awards comply with the applicable Delegation of Authority.
  • Coordinate timely execution of final contracts and agreements.
  • Provide ongoing contractual interpretation and procedural advice to user departments during contract administration.
  • Advise contract owners on commercial obligations, contractual rights, documentation requirements, and contract management procedures.
  • Support contract closeout and ensure outstanding contractual matters are resolved before formal closure.
  • Review requests for contract variations and determine contractual entitlement and commercial impact.
  • Evaluate contractor claims against relevant contract clauses, conditions, obligations, and supporting documentation.
  • Prepare recommendations for settlement, rejection, negotiation, or further evaluation of contractual claims.
  • Maintain follow-up of variation orders and claims until final resolution.
  • Coordinate with relevant stakeholders to ensure complete documentation of contractual decisions and settlements.
  • Maintain accurate contract records supporting audits, commercial governance, dispute prevention, and contract closeout.
  • Identify contractual risks during tendering and execution and recommend appropriate mitigation actions.
  • Support continuous improvement of contracting procedures, tender documentation, evaluation methods, and contract administration practices.
Ideal Profile

The successful candidate should have strong professional experience in contracts administration, tendering, commercial evaluation, procurement support, or contract management within a large industrial or energy-sector organization. The role requires practical knowledge of high-value works and services contracts, tender strategies, contractor qualification, bid evaluation, commercial negotiations, Letters of Award, contractual deviations, claims management, variation orders, and contract closeout. Candidates should be capable of interpreting complex contractual clauses, identifying commercial risk, evaluating contractor entitlement, and preparing clear recommendations for management consideration. Experience coordinating with Finance, Legal, engineering, procurement, operational departments, bidders, and contractors will be important. Strong attention to confidentiality, procedural fairness, documentation accuracy, and Delegation of Authority requirements is essential when handling competitive tenders and commercially sensitive information.
