Senior Tendering Specialist – Arabic Speaker

Position Overview:

We are looking for a Senior Tendering Specialist – Software, AI & IT Infrastructure with 8+ years of experience in managing complex technology tenders, RFPs, RFQs and proposals across software, AI, digital transformation, cloud and IT infrastructure.

The ideal candidate will combine strong tendering and bid-management expertise with practical technical knowledge. The candidate must be capable of understanding technical requirements, developing solution approaches, coordinating with architects and engineering teams, preparing technical and commercial proposals, and ensuring that submissions are both technically compliant and commercially competitive.

Key Responsibilities:

• Lead the end-to-end tendering process from opportunity identification through submission and clarification.
• Review RFPs, RFQs, ITTs, EOIs and government/enterprise tender documents.
• Analyze technical, commercial, contractual and compliance requirements.
• Develop compliance matrices, requirements traceability and tender response plans.
• Identify mandatory requirements, evaluation criteria, risks, dependencies and gaps.
• Manage tender timelines, deliverables, reviews and submission requirements.
• Coordinate responses to client clarifications and post-submission queries.

2. Technical Solution Understanding

• Understand and translate complex requirements into practical technology solutions.
• Work closely with software developers, solution architects, AI engineers, cybersecurity teams, cloud engineers and infrastructure specialists.
• Develop or coordinate solution architecture, scope of work, technical methodologies and implementation approaches.
• Evaluate technical feasibility, resource requirements, technology dependencies and delivery risks.
• Ensure proposed solutions are aligned with current technologies, standards and client requirements.

3. Software & Digital Transformation Tendering

Strong understanding of tendering for:

• Enterprise software platforms
• Web and mobile applications
• ERP and business applications
• Digital transformation platforms
• Smart city and IoT solutions
• Data platforms and analytics
• System integration
• Application development and modernization
• Managed services and application support
• Digital government solutions

Experience in understanding and tendering AI-related solutions, including:

• Generative AI and AI platforms
• AI assistants and copilots
• Agentic AI and AI agents
• Machine learning and computer vision
• NLP and conversational AI
• RAG and enterprise knowledge systems
• AI-enabled business process automation
• AI governance and responsible AI
• Data platforms, analytics and dashboards
• AI infrastructure and GPU-based environments

Experience in tendering and solutioning for:

• Data centers and IT infrastructure
• Servers, storage and backup
• Networking and connectivity
• Cybersecurity infrastructure
• Cloud and hybrid-cloud environments
• Disaster recovery and business continuity
• Edge computing
• GPU/AI infrastructure
• Infrastructure monitoring and management
• End-user computing and enterprise IT environments

6. Proposal Development

• Prepare and coordinate high-quality technical proposals, methodologies and statements of work.
• Develop technical assumptions, exclusions, deliverables and acceptance criteria.
• Prepare project implementation methodologies and high-level plans.
• Coordinate resource plans and effort estimates with delivery teams.
• Support preparation of BOQs, pricing structures and commercial proposals.
• Ensure technical and commercial consistency across the complete submission.
• Review proposals for quality, accuracy, compliance and competitiveness.
• Participate in bid/no-bid assessments.
• Analyze competitors, client requirements and evaluation criteria.
• Identify opportunities for value engineering and solution optimization.
• Recommend alternative technologies or delivery models where appropriate.
• Develop differentiators and value propositions for competitive tenders.
• Identify potential technology partners, OEMs, subcontractors and specialist vendors.
• Work with business development, sales, delivery, finance, legal and technical teams.
• Coordinate with technology vendors, OEMs, system integrators and subcontractors.
• Obtain and evaluate technical and commercial quotations from vendors.
• Lead technical discussions with partners and suppliers where required.

Mandatory Experience:

• 8+ years of professional experience in technology tendering, technical proposals, solutioning, presales or IT/software project environments.
• Proven experience managing complex software, AI, digital transformation and/or IT infrastructure tenders.
• Strong experience in preparing technical proposals and responding to detailed RFP/RFQ requirements.
• Demonstrated ability to understand technical specifications and translate them into a commercially viable solution.
• Experience working with government, semi-government or large enterprise clients is highly desirable.
• Experience with large-scale technology projects and multi-vendor environments.
• Strong understanding of project implementation methodologies, resource planning and commercial estimation.

What We Are Looking For

The ideal candidate is not simply a tender coordinator or procurement specialist.

We are looking for someone who can sit between Business Development, Technical Delivery and Commercial teams and understand all three sides of a technology opportunity.

The successful candidate should be able to receive a complex RFP, understand what the client is asking for, challenge unclear requirements, work with technical teams to develop the solution, identify the required resources and technologies, obtain vendor inputs, develop the technical response, support pricing and ultimately produce a complete, compliant and competitive technology proposal. Experience in AI, digital transformation, software platforms, cloud, cybersecurity and IT infrastructure will be strongly preferred.
