Qualifications

• 12+ years experience with a Master’s degree; 14+ years with a Bachelor’s degree.
• Experience in feasibility studies, investment appraisal, and business case development for large infrastructure projects.
• Experience advising government entities or infrastructure authorities in the public sector.
• Proven track record delivering strategic initiatives with measurable ROI.

Responsibilities

• Provide authority and sector‑level strategic financial, investment, and sector advisory to the CEO, including governance recommendations.
• Lead, review, and advise on strategic, economic, financial, and delivery feasibility assessments and business cases.
• Assess sector and infrastructure strategies aligning with government priorities and sustainability goals.
• Monitor government directions and regulatory changes; advise on alignment actions.
• Review policies for alignment with governance frames and control frameworks.
• Advise on governance structures, decision rights, accountability, and operating models.
• Assess funding and delivery models for financial sustainability and value creation.
• Provide expert advisory on portfolio, programme, and project management frameworks.
• Prepare strategic briefs and recommendations for executives and boards.
• Strengthen financial governance and policy oversight across the entity.
