Job summary

Khatib & Alami in Dubai is seeking a Senior Site Quantity Surveyor to oversee financial administration of supervision contracts for infrastructure and roads projects. You will verify contractor payments, review bills of quantities, and ensure accurate payments against contract methods.

Qualifications

Bachelor’s degree in Engineering.
PMP Certification preferred.
Chartered Professional Engineering certification or equivalent preferred.

Responsibilities

Ensure financial administration of supervision contracts.
Check contractors’ payment applications against invoices and measurement records.
Advise on methods of measurement stated in the contract.
Ensure contractor is accurately paid for actual work done.
Support Project Managers with client relations and expectations.
Assist Resident Manager with reviewing payment certificates and contractor clarifications.
Support Associate Project Managers with reviewing contractor claims.
Review bill of quantities, BOQ preambles, and documents related to payments.
Discuss and agree rates for new work items not covered in BOQ.
Review specifications, BOQ, and drawings for discrepancies in methods of measurements.
Review contractor claims and submit reports for approval.
Monitor contractor’s site activities and maintain daily diary.
Develop periodic project progress reports with site teams.
Assist in preparation of monthly cost reports.
Ensure As Built drawings, O&M manuals, and warranty certificates are provided.
Prepare commissioning reports and snag lists during handover and defects liability period.
Implement corporate policies and procedures.

Job Summary

The Senior Quantity Surveyor is a senior member of the construction supervision team. S/He is responsible for the financial administration of supervision contracts. The jobholder checks contractors’ payment applications and verifies the amounts claimed by contractors against supplier invoices and measurement records. He provides advice on methods of measurement found in the contract and ensures the contractor is accurately paid for actual work done in accordance with the method of measurement stated in the contract.

Key Responsibilities (Financial)

Ensure responsibilities are fulfilled with a high quality and in a cost effective manner

Key Responsibilities (Customer Focus)

Support Project Managers with managing client relations and expectations, as needed
Assist the Resident Manager in managing client relations and expectations, responding to client clarifications and reviewing payment certificates of contractors
Support Project Managers in responding to client clarifications on technical and contractual issues
Support Associate Project Managers with reviewing, assessing and responding to all claims raised by the contractor regarding scope, schedule and cost changes

Key Responsibilities (Internal Business Process)

Assist the Planning Engineer and the Project Manager in reviewing the work program and submittals proposed by the contractor
Read and understand the contents and details of the bill of quantities for each project as well as the preamble to the bill of quantities, and any other documents relating to payments to the contractor
Discuss and attempt to reach mutual agreement with the contractor on rates for new work items that are not covered in the Bill of Quantities and submit rates to the Project Manager for review
Review the specifications, Bill of Quantities and drawings and advise the Project Manager of any differences and/or discrepancies in Contract documents for methods of measurements, at the beginning of every project
Review claims submitted by the Contractor and submit areport to the Project Manager for approval
Review quantities executed by contractors against drawings, measurement sheets and invoices for discrepancies and differences
Monitor contractor’s work on site and in maintaining daily site diary
Monitor the contractor’s daily activities and resources allocation against plan
Develop periodic project progress reports in coordination with the Associate Project Manager and site teams
Assist in the preparation of monthly cost reports, as needed
Ensure that As Built drawings, O&M manuals and warranty certificates are provided accurately by the contractor
Prepare commissioning reports and snag lists during the Handover and Defects Liability Period
Implement corporate policies and procedures

Qualification, Technical Skills and Competencies

Bachelor’s Degree in Engineering
PMP Certification is preferred
