Job summary

WSP Middle East is seeking a Senior Quantity Surveyor to join the Commercial Services team in Abu Dhabi. This senior, client-facing role requires extensive cost consultancy and quantity surveying experience across UAE infrastructure projects.

The successful candidate will lead QS teams, manage key client relationships, and provide commercial and cost management expertise through concept to project completion.

Qualifications

  • Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline.
  • MRICS is preferred.
  • Minimum 15 years of experience in Quantity Surveying and Cost Management.
  • Proven cost consultancy experience with major infrastructure projects.
  • Strong experience working with Abu Dhabi government entities and UAE clients.

Responsibilities

  • Lead the delivery of quantity surveying and cost management services across major infrastructure and transportation projects.
  • Prepare, review, and oversee cost plans, BOQs, cost reports, cash flow, and lifecycle costs.
  • Provide strategic commercial advice throughout all project stages from concept to completion.
  • Develop procurement strategies and manage tender documentation and evaluations.
  • Act as the primary commercial contact for key clients and manage stakeholder relationships.

WSP Middle East is seeking an experienced and highly motivated Senior Quantity Surveyor to join our Commercial Services team in Abu Dhabi. This is a senior client-facing position requiring an accomplished commercial professional with extensive experience in cost consultancy, quantity surveying, and infrastructure project delivery across the UAE.
The successful candidate will lead quantity surveying teams, manage key client relationships, and provide commercial and cost management expertise on major infrastructure, transportation, and public-sector projects. The role requires strong technical knowledge, leadership capability, and the ability to engage confidently with senior client stakeholders, government entities, and project leadership teams.
This position offers an excellent opportunity to contribute to some of the region's most significant infrastructure developments while supporting the continued growth of WSP's Commercial Services business in the UAE.

Responsibilities
Commercial and Cost Management Leadership
  • Lead the delivery of quantity surveying and cost management services across major infrastructure and transportation projects.
  • Prepare, review, and oversee:
    • Cost Plans
    • Detailed Cost Estimates
    • Bills of Quantities (BOQ)
    • Cost Reports
    • Cash Flow Forecasts
    • CAPEX and OPEX Analysis
    • Value Engineering Studies
    • Life Cycle Cost Analysis (LCCA)
    • Cost Benchmarking Studies
  • Provide strategic commercial advice throughout all project stages from concept through to project completion.
  • Ensure compliance with industry best practices, professional standards, and client requirements.
  • Implement robust commercial controls and reporting procedures across project portfolios.
Project Delivery
  • Lead commercial and cost consultancy commissions on major infrastructure and transport projects.
  • Manage project budgets, forecasting, commercial reporting, and financial performance monitoring.
  • Support project teams in cost control, change management, risk management, and procurement activities.
  • Ensure high-quality delivery of commercial services across multiple concurrent assignments.
  • Review and validate project cost information and recommendations prior to client submission.
Procurement and Contract Administration
  • Develop procurement strategies tailored to project requirements and client objectives.
  • Prepare tender documentation, procurement reports, and commercial evaluations.
  • Manage tendering processes including bid analysis and recommendation reports.
  • Provide advice on contract administration and commercial risk management.
  • Apply CESSM principles and methodologies where required.
Client and Stakeholder Management
  • Act as the primary commercial point of contact for key clients.
  • Build and maintain strong relationships with Abu Dhabi government entities, major developers, infrastructure authorities, and strategic clients.
  • Lead high-level client meetings, workshops, and commercial presentations.
  • Present cost strategies, financial analyses, and commercial recommendations to Executive, Director, and Government stakeholder levels.
  • Develop trusted advisor relationships by providing proactive and commercially sound advice.
Team Leadership and Resource Management
  • Lead, mentor, and develop quantity surveying and commercial teams.
  • Manage resource planning, utilisation, and workload distribution across projects.
  • Support recruitment, training, and professional development initiatives.
  • Provide technical oversight and quality assurance for team deliverables.
  • Foster a collaborative and high-performance team culture.
Business Development
  • Support business growth through client engagement and relationship management.
  • Contribute to technical and commercial proposals.
  • Identify opportunities for additional services and project expansion.
    Qualifications
    • Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
    • MRICS (Member of the Royal Institution of Chartered Surveyors) is preferred.
    • Additional professional certifications or postgraduate qualifications are advantageous.
    • Minimum 15 years of experience in Quantity Surveying and Cost Management.
    • Proven cost consultancy experience within a leading engineering consultancy, cost consultancy, or project management organisation.
    • Extensive experience delivering commercial services on major infrastructure and transportation projects.
    • Strong experience working with Abu Dhabi Government entities and leading UAE clients.
    • Demonstrated experience managing large-scale and complex project portfolios.
    • Proven track record of leading and managing Quantity Surveying teams.
    • Experience operating in client-facing leadership roles with direct responsibility for stakeholder management.
    • Strong understanding of procurement, tendering, contract administration, and commercial governance processes.
