Job summary

Penspen is seeking a highly experienced Manager HSE for offshore WHTs, subsea cable and piping projects in the UAE. You will lead the HSE function across brownfield/greenfield activities, ensure safe execution of all phases, and drive continual safety improvements on live offshore facilities.

The role requires deep knowledge of ISO 45001/ISO 14001, regulatory compliance, and experience in PMC or client-side environments (preferably ADNOC-related).

Qualifications

• Bachelor’s degree in Engineering, HSE, Environmental Science, or related field.

Responsibilities

• Provide strategic leadership and oversight for all HSE activities across offshore WHTs, subsea cable and piping installations, and brownfield/greenfield modifications.
• Ensure safe execution of all project phases, compliance with regulatory requirements, and continuous improvement of HSE performance.
• Develop and implement the Project HSE Plan, HSE strategy, and offshore safety management systems.
• Ensure compliance with local regulations, ISO standards (ISO 45001, ISO 14001), and company HSE policies.
• Oversee HSE compliance for subsea cable laying, trenching, burial, and termination activities.
• Manage HSE aspects of tie-ins, shutdowns, and modifications on live offshore facilities.
• Ensure strict control of SIMOPS, isolation plans, and safe work interfaces; coordinate with Operations to minimize production impact while maintaining safety.
• Lead incident investigations using root cause analysis methodologies.
• Ensure compliance with regulatory authorities and classification societies; provide weekly/monthly HSE performance reports to senior management.
