Job summary

Penspen Ltd in Abu Dhabi is seeking a Senior HSE Engineer (Project – Offshore) to lead HSE across offshore PMC activities. You will ensure compliance with international standards, corporate policies, and ADNOC expectations while building a strong safety culture on all project phases.

The role requires 15–18+ years in safety, with at least 5 years offshore, NEBOSH/IOSH/ISO 45001 Lead Auditor, and PMC/EPC exposure.

Qualifications

• Bachelor's degree in Engineering, Safety, or Environmental Sciences.
• 15–18+ years of experience with at least 5 years offshore.
• Strong knowledge of offshore safety regulations and risk management.
• Certifications: NEBOSH, IOSH, OSHA; ISO 45001 Lead Auditor preferred.
• Experience with PMC/EPC projects and ADNOC Offshore is a plus.

Responsibilities

• Lead and manage Health, Safety, and Environment (HSE) aspects of offshore projects, ensuring compliance with corporate policies, international standards, and regulatory requirements while promoting a strong safety culture across all project phases.
• Develop and implement project-specific HSE plans, procedures, and risk management strategies.
• Conduct hazard identification (HAZID), risk assessments, and safety studies for offshore construction and operations
• Ensure compliance with local regulations, international standards (OSHA, ISO 45001 Lead Auditor, OHSAS, API, IMO), and company HSE policies
• Supervise offshore HSE activities during construction, installation, and commissioning
• Organize HSE induction, training, and competency programs for offshore personnel
• Coordinate with construction, mechanical, electrical, and marine teams to ensure safe execution of activities
• Develop and maintain emergency response plans for offshore operations
• Lead emergency drills and evaluate effectiveness of response procedures
• Prepare HSE performance reports, KPIs, and dashboards for management review
• Maintain records of audits, inspections, and incident investigations

• Strong knowledge of offshore safety regulations, risk management, and emergency response
• Certifications: NEBOSH, IOSH, OSHA, ISO 45001 Lead Auditor (preferred)
• Preferred experience from PMC/EPC Background.
• Previous ADNOC Offshore Experience is advantage.
