Job summary

Penspen is urgently seeking a Manager HSE for offshore PMC projects in the UAE. The role covers leadership of HSE activities across Wellhead Towers, subsea cable, piping, and brownfield/greenfield modifications. You will ensure regulatory compliance and drive HSE improvements across all project phases.

The ideal candidate has 20+ years in offshore HSE, with strong PMC/client-side experience, and relevant certifications such as NEBOSH, IOSH, and ISO Lead Auditor. ADNOC experience is an advantage.

Qualifications

• Bachelor’s degree in Engineering, HSE, Environmental Science, or related field.
• Minimum 20+ years of HSE experience in offshore oil & gas.
• Proven PMC or client-side experience, especially within ADNOC or similar environments.
• Certifications: NEBOSH IGC/ Diploma; IOSH Managing Safely; OHSAS/ISO Lead Auditor; BOSIET/FOET, HUET, H2S.

Responsibilities

• Provide strategic leadership for HSE activities across offshore WHTs, subsea cable & piping installations, and brownfield/greenfield modifications.
• Ensure safe execution of all project phases and regulatory compliance.
• Develop and implement the Project HSE Plan and offshore safety management systems.
• Ensure compliance with ISO 45001 / ISO 14001 and company HSE policies.
• Oversee HSE compliance for subsea cable laying, trenching, burial, and termination activities.
• Manage HSE aspects of tie-ins, shutdowns, and modifications on live offshore facilities.
• Coordinate SIMOPS, isolation plans, and safe work interfaces with Operations.
• Lead incident investigations using root cause analysis methodologies.
• Provide weekly/monthly HSE performance reports to senior management.

Responsibilities

• Provide strategic leadership and oversight for all Health, Safety & Environment (HSE) activities across offshore Wellhead Towers (WHTs), subsea cable and piping installations, and brownfield/greenfield modifications.
• Ensure safe execution of all project phases, compliance with regulatory requirements, and continuous improvement of HSE performance.
• Develop and implement the Project HSE Plan, HSE strategy, and offshore safety management systems
• Ensure compliance with local regulations, international standards (ISO 45001, ISO 14001), and company HSE policies.
• Oversee HSE compliance for subsea cable laying, trenching, burial, and termination activities.
• Manage HSE aspects of tie‑ins, shutdowns, and modifications on live offshore facilities.
• Ensure strict control of SIMOPS, isolation plans, and safe work interfaces. Coordinate with Operations to minimize production impact while maintaining safety integrity.
• Lead incident investigations using root cause analysis methodologies
• Ensure compliance with regulatory authorities and classification societies. Provide weekly/monthly HSE performance reports to senior management.

Experience Required

• Minimum 20+ years in HSE Experience in offshore oil & gas.
• Strong background in Offshore WHTs, Subsea cable & piping operations, Brownfield/greenfield modifications, Marine and vessel HSE
• Proven track record in PMC or client-side roles, especially within ADNOC or similar environments
• Previous experience in the ADNOC projects in the similar role would be an added advantage.
• Certifications preferred: NEBOSH IGC/ NEBOSH Diploma / IOSH Managing Safely/ OHSAS/ISO Lead Auditor/ BOSIET/FOET, HUET, H2S
