Job summary

Qualifications

  • Ability to interact with all levels of staff and customers; English fluency.
  • Able to obtain UAE driver's license.

Responsibilities

  • Prepare and issue Tender Documents (ITT, RFP, RFQ) and evaluate bids.
  • Evaluate bids and select bidders based on technical and financial criteria.
  • Prepare final contractual instruments (POs, BPA, SMA) with required docs.
  • Manage vendor contracts through delivery, acceptance, non-conformances and reports.
  • Negotiate prices, timelines, payment schedules, and terms with contractors.
  • Identify and manage contract-related risks and resolve issues.
  • Manage change orders and modifications to contracts.
  • Monitor contract execution and vendor performance for compliance.
  • Oversee contract closure and fulfillment of obligations.
  • Ensure compliance with legal, regulatory, and company standards.
  • Support contract audits and inspections; provide management insights.
  • Prepare reports on contract performance and risks.
  • Resolve contractual issues such as delays and disputes.
  • Maintain contract records and update stakeholders on status.
  • Ensure ISO 9001/45001/14001 compliance; confidentiality of documents.

MAJOR DUTIES AND RESPONSIBILITIES

To manage contracts related to civil and construction projects. The role involves handling the full contract lifecycle, ensuring that contractual, legal, and technical aspects are aligned with the company’s objectives and project requirements.

  • Review Scope of Work (SOW) specifications with requesters and end users to ensure accuracy and completeness with regards to acquisition and technical applications.
  • Prepare and issue Tender Documents including Invitations to Tender (ITT), Requests for Proposal (RFP) and Requests for Quotations (RFQ) to vendors, evaluating bids from contractors and selecting the most suitable bidders based on technical and financial criteria.
  • Evaluate bids from contractors and selecting the most suitable bidders based on technical and financial criteria.
  • Prepare final contractual instruments including Purchase Orders (POs), Blanket Purchase Agreements (BPA), Service Maintenance Agreements (SMA) and contracts with all required documents and information for management approval and award.
  • Accomplish contract administration duties during vendor execution including but not limited to the follow-up on deliveries of goods and services, coordinating the signature of delivery notes and completion/acceptance certificates, resolving non-conformances (returns, shortages, overages and quality issues) and preparing expediting/penalty reports.
  • Negotiate prices, timelines, payment schedules, and other contractual terms with contractors.
  • Identify and manage risks associated with contracts. This includes assessing potential delays and legal issues and resolve contractual issues.
  • Manage change orders and modifications to the original contract.
  • Monitor contract execution and vendor performance, ensuring compliance with agreed terms and conditions.
  • Oversee the contract closure process, ensuring that all contract deliverables are met and all contractual obligations have been fulfilled by both parties.
  • Ensure compliance with legal, regulatory, and company standards throughout the contract lifecycle.
  • Support contract audits and be available to assist in all inspections and reviews.
  • Prepare reports and provide insights to management on contract performance and risks.
  • Support in resolving contractual issues such as delays, non-conformances, claim and dispute.
  • Maintain contract records, track key milestones, and update relevant stakeholders on contract status.
  • Ensure compliance with applicable health, safety, environmental, and quality management standards (ISO 9001, ISO 45001, ISO 14001).
  • Maintain the confidentiality and security of all company documents.
  • Support/advises other employees of the Contracts in fulfilling their roles.
  • Perform other duties as assigned by the Manager, Contracts and Subcontracts
MINIMUM QUALIFICATIONS
  • Bachelor’s degree in Civil Engineering.
  • Professional Certificates in Contract/ Procurement are preferred.
  • A minimum of six (5) years of experience in a purchasing role is required. (Civil Engineering Certificate can be equivalent)
  • A proven ability to multi-task in a fast-paced environment is an advantage.
  • Strong communication and customer relation skills are required.
  • An excellent grasp of Microsoft Office software is required; proficiency in using the ERP system is preferred.
  • The ability to interact and manage people in a professional manner with all levels of employees and customers is highly preferred.
  • The ability to communicate effectively in English, both verbal and in writing is required.
  • Have, or be able to obtain an UAE driver’s license.
