The ideal candidate holds a Civil Engineering degree, five years in purchasing, excellent English, and proficiency with MS Office and ERP systems.

Qualifications

• Bachelor's degree in Civil Engineering; Professional Certificates in Contract/Procurement preferred; Minimum 5 years of experience in a purchasing role (Civil Engineering Certificate can be equivalent).
• Proven ability to multi-task in a fast-paced environment.
• Strong communication and customer relations skills.
• Excellent grasp of Microsoft Office software.
• Proficiency in ERP systems.
• Ability to interact professionally with all levels.
• Effective verbal and written communication in English.
• Ability to obtain a UAE driver's license.

Responsibilities

• Tender Management: prepare and issue ITT, RFP, RFQ; evaluate bids and select contractors.
• Contract Formation: draft Purchase Orders, Blanket Purchase Agreements, and Service Maintenance Agreements.
• Vendor Administration: coordinate deliveries, sign-off, resolve non-conformances.
• Negotiation and Risk Management: negotiate prices, timelines, payment terms, mitigate delays and legal issues.
• Change Management: handle change orders and monitor vendor performance.
• Closure and Audit: oversee contract closure, support audits, maintain records.
