Job summary

Dubai Holding Land Estates seeks a senior infrastructure planning leader to drive multi-project delivery for large master‑planned developments in the UAE. You will oversee design requirements for water, sewer, irrigation, and related utilities, ensuring compliance with authorities and cost efficiency.

You will coordinate with internal teams and external authorities, guide land use changes, update master plans, and support district infrastructure planning across the portfolio.

Qualifications

• Bachelor’s degree in Civil/Infrastructure Engineering from an accredited university.
• Master’s degree in Engineering, Infrastructure Planning, or Project Management preferred.
• Professional certifications such as PMP, CEng, PE, or equivalent are advantageous.
• 12–15 years of relevant experience in infrastructure planning, design, and utilities coordination.
• At least 5 years in a senior managerial role overseeing infrastructure planning delivery and team members.
• Experience with major developers, infrastructure consultants, or government authorities in the UAE and GCC.

Responsibilities

• Lead and review infrastructure design requirements for new and existing projects from a planning perspective.
• Evaluate potable water, sewer, irrigation and other utilities across projects to optimize operation and costs.
• Prepare agreements with Dubai Municipality related to connections and fees.
• Provide technical support to optimize infrastructure design and operational efficiency.
• Support master planning teams in land use changes and Value‑Added Services assessments.
• Update water and sewerage master plans, hydraulic model reviews, and pumping station proposals.
• Plan and implement strategies for wet utilities across developments.
• Coordinate with internal stakeholders to deliver integrated and efficient solutions.
