Lloyds Group is seeking a Senior Infrastructure Project Manager to own end-to-end infrastructure delivery in Dubai. The role requires leading owner-side teams, coordinating consultants and contractors, and ensuring scope, schedule, budget, risk and quality align with the business plan.
You will manage development, utility connections, design, procurement and construction, and report to senior management and investors.
We are looking for a Senior Infrastructure Project Manager to own infrastructure delivery end to end: from development and utility connections through construction to handover. You will represent the owner, direct consultants and contractors, and be accountable for programme, cost, risk and quality. What you will own: - Project leadership. Act as the owner’s project lead for each assigned development. Define the project brief, execution strategy, governance and decision process. Lead the internal project team and direct external consultants and contractors. - Development and approvals. Drive the development phase: site due diligence, land and permitting, environmental and building approvals, coordination with local authorities. Keep development milestones aligned with the investment and commercial plan. - Utility and grid connection. Lead all engagement with utilities, transmission and distribution system operators and energy authorities: power capacity requests, grid connection applications, technical approvals, connection agreements, substation and metering requirements, outage planning, and energization. Keep utility milestones on the critical path and elevate risks early. - Design and procurement. Manage design consultants through concept, detailed design and tender documentation, ensuring designs meet Nexus technical standards, capacity and resilience targets and budget. Lead procurement strategy, tendering, bid evaluation and award of design, EPC or construction and long‑lead equipment packages. - Construction and contractor oversight. Oversee contractor delivery on site. Monitor progress, quality and HSE performance, review submittals and method statements, manage interfaces between packages, and hold contractors to their contractual obligations. - Planning, cost and controls. Own the master schedule, project budget, cost forecast, cash flow and risk register. Review and challenge contractor programmes and reports, identify slippage early and require recovery actions. Maintain full cost control against the approved budget. - Contract and commercial management. Administer consultant and contractor contracts on the owner’s side: change control, variations, claims, payment certification, performance securities and close‑out. Protect scope, budget and the company’s contractual position. - Reporting and stakeholders. Report progress, cost, risk and key decisions to senior management, investors and partners. Coordinate with future operators and internal teams, and maintain effective relationships with authorities, utilities, consultants and suppliers. - Commissioning and handover. Oversee testing, integrated systems testing and commissioning, practical completion and handover to operations, including as‑built documentation, O&M manuals, training and defects liability management. Capture lessons learned for future developments.
