Qualifications

• Senior HSQE leadership experience in ship management.
• 10+ years maritime experience with focus on HSQE.
• 5+ years in shore-based DPA, HSQE, marine safety or similar roles.
• Excellent written and spoken English.

Responsibilities

• Lead the Safety Management System (SMS) development and continuous improvement.
• Coordinate ISM certification with Flag Administrations and Recognised Organisations.
• Oversee fleet inspections, internal audits, PSC readiness and corrective-action programmes.
• Lead incident investigations, root-cause analysis and CAPA follow-up.
• Monitor compliance with SOLAS, MARPOL, ISM, ISPS, STCW and MLC for dry bulk operations.
• Strengthen risk assessments, permit-to-work systems and critical shipboard safety procedures.
• Support safe navigation, cargo operations, emergency preparedness and environmental protection.

WE ARE HIRING | SENIOR HSQE MANAGER | DUBAI, UAE

OBE SHIPS MANAGEMENT CO. LLC is looking for an experienced Senior HSQE Manager to lead the safety, quality, environmental compliance, and continuous improvement of our dry bulk fleet.

This is a senior leadership role for a maritime professional with strong dry bulk experience, sound judgment and a practical approach to safety management- someone who can turn inspection findings, incidents and operational lessons into measurable and lasting improvements across the fleet.

The successful candidate will lead the Company’s HSQE function and undertake the DPA responsibilities, including:

• Leading the implementation, review and continuous improvement of the Company’s Safety Management System
• Managing fleet inspections, internal audits, PSC preparedness and corrective-action programmes
• Coordinating Company and vessel ISM certification with Flag Administrations and Recognised Organisations
• Leading RightShip inspection preparation, responses and improvement programmes
• Investigating incidents, near misses and recurring deficiencies, including root-cause analysis and follow-up of corrective actions
• Monitoring compliance with SOLAS, MARPOL, ISM, ISPS, STCW, MLC and applicable dry bulk safety requirements
• Strengthening risk assessments, permit-to-work systems and critical shipboard safety procedures
• Supporting safe navigation, cargo operations, emergency preparedness and environmental protection
• Monitoring fleet HSQE performance and reporting key risks, trends and outstanding actions to senior management
• Conducting vessel visits and audits internationally as required
• Preferably a Master Mariner with command experience on dry bulk vessels; equivalent relevant qualifications and substantial HSQE/ship management experience will also be considered
• Approximately 10+ years of relevant maritime experience, including at least 5 years in shore-based DPA, HSQE, marine safety, or related ship management responsibilities
• Strong practical experience with dry bulk operations, PSC, RightShip, ISM audits, incident investigation and corrective-action management
• Qualifications and training appropriate to the DPA function, together with relevant ISM auditing and incident investigation experience
• Strong leadership, professional integrity and the confidence to raise and address safety concerns at senior management level
• Excellent written and spoken English, with strong reporting and communication skills
• Willingness to be based in Dubai and travel internationally as required

Experience in SMS development, CSO responsibilities, ISO management systems, inspection, performance improvement, fleet expansion or vessel integration will be considered an advantage.
