Job summary

Parsons is seeking an HSE Engineer for on-site duties in Abu Dhabi, UAE. The role focuses on reviewing and improving HSE plans, managing contractor safety, and ensuring compliance across high-risk construction activities.

Ideal candidates will have 10+ years of construction HSE experience, a Bachelor's in a related field, and a NEBOSH certificate, with fluent English communication and strong leadership skills.

Qualifications

• Bachelor's degree in HSE/Engineering required.
• NEBOSH General Certificate Level 3 or equivalent is required.
• Minimum 10 years of HSE engineering experience in construction.

Responsibilities

• Review Contractor HSE plans, files, training programs, and induction packages.
• Assess HSE documentation and recommend improvements where required.
• Maintain understanding of contractual HSE requirements and expectations throughout project execution.
• Support definition of HSE performance expectations across hazards, risks and staff.
• Develop, implement and monitor Contractor HSE KPIs with project stakeholders.
• Conduct worksite checks, safety observations, inspections and audits.
• Assign corrective actions and ensure timely close-out.
• Oversee contractor compliance with HSE plans and safe systems of work.
• Monitor permit-to-work and control-of-work implementation.
• Coordinate with supervision teams and Contractors on safety matters.
