Job summary

Parsons is seeking an HSE Engineer in Abu Dhabi, UAE to support occupational safety, health, and environmental management across construction projects. The role implements Parsons SH&E processes, conducts audits, and supports risk control, training, and incident investigations.

The candidate will work with SH&E, project, and program teams to ensure compliance with corporate, client, and regulatory requirements, while maintaining safety performance across worksites.

Qualifications

• Bachelor's Degree in Engineering, HSE, or a related discipline (attested by UAE authorities).
• OSH International Diploma Level 6, preferably NEBOSH, or an equivalent qualification (or NVQ Level 4-5).
• Minimum 5 years of relevant UAE experience, including 3 years in a similar HSE role.
• UAE experience is mandatory.
• ISO 45001 Lead Auditor certification from a CQI-IRCA approved institute.
• ADOSH Practitioner Course Certificate.
• ADPHC Practitioner Registration as a Senior Practitioner or General Practitioner.
• Equivalency Certificate from UAE Higher Education authorities.
• Level 7 OSH Diploma.

What You 'll Be Doing

• Advise and assist the senior construction site representative with implementation and management of ESHARP and Parsons SH&E processes.
• Identify hazards affecting personnel or property and support their elimination or effective control.
• Develop site-specific work plans, SH&E compliance programs, training programs, and orientation plans.
• Ensure safety programs align with applicable SH&E regulations, Parsons ESHARP requirements, and client requirements.
• Collaborate with SH&E, project, and program managers to evaluate contractor safety performance, planning, and safety culture.
• Review contractor performance against applicable risk management practices and project requirements.
• Conduct audits of projects, programs, and worksites against corporate and client standards.
• Identify safety hazards and prepare written audit findings and reports.
• Implement occupational injury and incident reporting and management processes.

Incident Investigation and Risk Control

• Initiate and conduct incident investigations and root cause analyses using established protocols.
• Review risk assessments for upcoming activities and provide technical input to the safety planning process.
• Analyse trends from audits, inspections, and incident reports.
• Prepare regular HSE analysis reports based on identified trends and findings.
• Follow up safety observations and identified hazards to support appropriate corrective measures.
• Represent the program SH&E Manager at project or program worksites when required.

Emergency Response and Safety Training

• Supervise emergency response and first aid personnel during emergency situations.
• Support the response to occupational injuries or illnesses at the worksite.
• Oversee the Parsons new-hire safety orientation process.
• Support delivery and oversight of other safety-related training activities.
• Represent management during jobsite safety inspections conducted by regulatory authorities or company insurance carriers.

HSE Reporting and Compliance

The HSE Engineer will prepare and review audit reports, inspection reports, occupational safety and health statistics, and related presentations. The role requires accurate documentation and clear communication of safety performance, risks, incidents, corrective actions, and compliance matters to relevant project stakeholders.
