Job summary

MTEC Electromechanical Works LLC in Abu Dhabi seeks an experienced HSE Lead to manage day-to-day HSE implementation across project zones. You will ensure activities are planned, authorized and executed with effective risk controls and adherence to project procedures.

The role requires 15+ years of construction HSE experience, NEBOSH IGC, and strong coaching skills to support safety compliance and continuous improvement on major projects in a multicultural environment.

Qualifications

• Bachelor’s degree in Engineering, Safety, Environmental Science or a related discipline.
• Minimum 15 years of construction HSE experience, including senior responsibility on major projects.
• NEBOSH IGC or equivalent; IOSH/OSHA/ISO credentials preferred.
• Strong RAMS, PTW, lifting, work-at-height, confined-space, electrical risk controls.
• Experience in incident investigation, audits and reporting.
• GCC experience on major construction/MEP projects preferred.
• Strong communication, coaching and intervention skills with multicultural workforces.
• Ability to work across active, high-pressure project environments and multiple fronts.

Responsibilities

• Lead day-to-day HSE implementation within assigned project zones and ensure work activities are planned, authorized and executed under effective risk controls.
• Review RAMS, permits, lifting activities, work-at-height, hot work, confined space, electrical work and other high-risk activities before execution.
• Conduct daily site inspections, safety walks and focused audits; close corrective actions on deadlines.
• Coach engineers, supervisors and foremen on safe planning, toolbox talks and permit requirements.
• Investigate incidents, near misses and unsafe conditions; prepare root-cause and corrective-action reports.
• Monitor subcontractor HSE performance, PPE, welfare and site-rule compliance.
• Maintain HSE registers, inspection records, training records, PTW logs and weekly/monthly reports.
• Coordinate emergency drills, fire prevention checks, first-aid readiness and environmental controls.
• Participate in client/consultant HSE meetings and close observations and audit findings.
• Support continuous improvement initiatives and share lessons learned across teams.

ABOUT THE ROLE

Lead day-to-day HSE implementation within assigned project zones and ensure work activities are planned, authorized and executed under effective risk controls and approved project procedures.

KEY RESPONSIBILITIES

• Implement the project HSE plan, procedures, risk controls and client requirements across assigned areas and subcontractors.
• Review RAMS, permits, lifting activities, work-at-height, hot work, confined space, electrical work and other high-risk activities before execution.
• Conduct daily site inspections, safety walks and focused audits and ensure corrective actions are assigned and closed within agreed deadlines.
• Coach engineers, supervisors and foremen on safe planning, toolbox talks, permit requirements and behavioural safety expectations.
• Investigate incidents, near misses and unsafe conditions and prepare evidence-based root-cause and corrective-action reports.
• Monitor subcontractor HSE performance, worker competency, PPE, housekeeping, welfare and compliance with site rules.
• Maintain HSE registers, inspection records, training records, PTW logs, statistics and weekly/monthly reports.
• Coordinate emergency drills, fire prevention checks, first-aid readiness and environmental controls for assigned areas.
• Participate in client/consultant HSE meetings and inspections and close observations and audit findings.
• Support continuous improvement initiatives and share lessons learned across project teams.

REQUIREMENTS & QUALIFICATIONS

• Bachelor’s degree in Engineering, Safety, Environmental Science or a related discipline.
• Minimum 15 years of construction HSE experience, including senior HSE responsibility on major projects.
• NEBOSH IGC or equivalent recognized safety certification is required; additional IOSH/OSHA/ISO credentials are preferred.
• Strong understanding of RAMS, PTW, lifting, work-at-height, confined-space, electrical and general construction risk controls.
• Demonstrable incident-investigation, audit and reporting experience.
• GCC experience on major construction/MEP projects is strongly preferred.
• Strong communication, coaching and intervention skills with multicultural workforces.
• Ability to work across active, high-pressure project environments and multiple work fronts.
