Job summary

Dubai Holding is seeking a senior GRC leader to set the strategic direction for the GRC function across the group and lead governance, risk, and compliance programs. You will embed DOA, governance manuals and related policies across business units and ensure robust documentation and escalation paths.

The role covers ERM, business continuity, compliance, audit readiness, and reporting to the CEO and Audit & Risk Committee, with emphasis on embedding frameworks and risk-informed decision-making in

Qualifications

• 15–20 years of senior-level GRC experience in governance, risk, compliance and related disciplines.
• Experience embedding governance manuals, DOA, committee governance and ERM practices.
• Strong governance and risk management; regulatory compliance is important but not sole background.
• Real estate, land development, investment or holding company context preferred.
• Bachelor’s degree; master’s preferred; professional certifications are a plus.

Responsibilities

• Set strategic direction for the GRC function and ensure senior ownership of governance, risk, and compliance.
• Lead implementation of Governance Manual, DOA and related policies across business units.
• Oversee DOA governance, committee governance, and documentation with proper accountability.
• Provide input and escalation on risk, compliance and ethics matters to CEO and committee.
• Identify practical GRC enhancements to strengthen governance adoption and stakeholder confidence.
• Oversee ERM framework, risk registers, business continuity and reporting to CEO and committees.
