Senior Engineer – Offshore Hook‑Up – Dubai, United Arab Emirates

Key Responsibilities
  • Prepare and review hook‑up job cards covering prerequisites, installation sequences, required resources, and completion activities.
  • Confirm that job cards contain current drawings, procedures, materials, tools, inspection requirements, and acceptance criteria.
  • Develop the work breakdown structure for the assigned discipline scope.
  • Align discipline activities with the overall hook‑up, construction, commissioning, and project execution plans.
  • Review construction work packs and verify compliance with project specifications, drawings, procedures, and contractual requirements.
  • Identify missing information, technical conflicts, construction constraints, and incomplete prerequisites before work begins.
  • Prepare discipline hook‑up schedules with efficient sequencing and clear coordination across other work scopes.
  • Synchronize construction activities with commissioning priorities, system handover requirements, and offshore access limitations.
  • Participate in pre‑engineering, pre‑construction, and post‑installation surveys.
  • Record survey findings and coordinate technical actions required for safe and efficient execution.
  • Develop and maintain the constructability log.
  • Monitor constructability actions weekly and coordinate timely close‑out with responsible teams.
  • Review discipline design material take‑offs for accuracy and completeness.
  • Verify offshore contingency quantities against installation risks and project requirements.
  • Review material requisitions before procurement and confirm compliance with approved specifications.
  • Coordinate material and equipment deliveries to fabrication yards, ports, offshore locations, and other project facilities.
  • Review the hook‑up progress register and confirm that the progress measurement methodology is understood and correctly applied.
  • Ensure progress registers remain consistent with approved hook‑up job cards.
  • Provide accurate daily progress information to planners and project management.
  • Liaise with warehouse personnel to monitor receiving status, preservation, inspection, and quality clearance.
  • Coordinate with fabrication teams and complete the controlled handover of fabricated project materials.
  • Track loose‑shipped materials and verify their availability for scheduled installation activities.
  • Work with the hook‑up material team to verify material bags, tags, kits, and allocations against job card requirements.
  • Develop detailed hook‑up plans and execution strategies for onshore and offshore activities.
  • Define work sequences, interfaces, resource needs, construction methods, and completion priorities.
  • Provide technical guidance to junior engineers and review their assigned deliverables.
  • Ensure junior team members work within project schedules, approved procedures, and quality requirements.
  • Coordinate with project management and procurement teams to secure required labor, materials, equipment, tools, and specialist services.
  • Conduct risk assessments for hook‑up activities and establish practical mitigation controls.
  • Ensure execution complies with project requirements, industry standards, applicable regulations, and approved procedures.
  • Integrate environmental protection, waste reduction, and sustainability considerations into hook‑up planning.
  • Monitor daily progress, productivity, constraints, and available work fronts.
  • Report progress and emerging issues to planning and project leadership.
  • Coordinate with the commissioning team to understand system priorities and planned handover dates.
  • Sequence construction activities to support commissioning and start‑up requirements.
  • Assist commissioning personnel in coordinating vendor attendance and specialist technical support.
  • Conduct scope familiarization sessions with hook‑up superintendents and offshore construction crews before mobilization.
  • Confirm that field personnel understand job cards, interfaces, hazards, constraints, and completion expectations.
  • Travel to offshore sites, fabrication yards, ports, and onshore facilities as required.
  • Resolve discipline interfaces and technical execution concerns at project locations.
  • Participate in toolbox talks before site activities.
  • Verify that Permit‑To‑Work requirements, isolations, approvals, and supporting controls are complete.
  • Ensure all work follows company QHSES policies and project safety procedures.
  • Review technical drawings, specifications, procedures, and construction documents for discrepancies.
  • Recommend corrective actions for identified design, material, schedule, or installation issues.
  • Support continuous improvement by documenting lessons learned and effective execution practices.
Ideal Profile
  • Bachelor's degree in Mechanical Engineering, Electrical Engineering, Chemical Engineering, or another relevant discipline.
  • Equivalent industry experience may be considered where supported by strong offshore technical capability.
  • Minimum 10 years of experience in offshore engineering, construction, hook‑up, completion, or commissioning activities.
  • Strong experience supporting offshore platforms, modules, topsides, brownfield modifications, or related energy infrastructure.
  • Practical knowledge of hook‑up job cards, construction work packs, work breakdown structures, and offshore sequencing.

  • Strong understanding of Permit‑To‑Work controls, toolbox talks, risk assessments, and offshore QHSES requirements.

  • Strong decision‑making capability under time‑sensitive project conditions.
  • Ability to prioritize work, allocate resources, and manage changing offshore requirements.
  • Proficiency with project planning, scheduling, progress measurement, and construction tracking tools.
