Job summary

Artelia Middle-East seeks an experienced Chartered Engineer or equivalent to lead Electrical and I&C design for water and wastewater projects in the UAE. 15+ years required, with substations and MV/LV systems experience.

You will work with clients, read schematics, ensure IEC/IEEE/ISA compliance, and coordinate across civil, mechanical, and process teams, using ETAP, SCADA, DCS, PLC and ESD knowledge.

Qualifications

• Minimum 15 years in Electrical and I&C with Water and Wastewater experience
• Engineering consultancy experience required
• Excellent English communication and client-facing skills
• Knowledge of IEC, IEEE, ISA, NEC, ATEX standards
• Knowledge of standards of utility clients in UAE region
• MV/LV Substation Design
• Ability to read schematic wiring for electrical and control panels
• Knowledge of MV/LV switchgear, MCCs, VFD panels, transformers, gensets, UPS and DC systems
• Load Flow, Short Circuit, motor starting, arc flash, protection coordination (ETAP)
• Instrumentation, sensors, hazard classifications and measurement media
• Process control & Safety systems (DCS, PLC, ESD, F&G)
• Security systems (CCTV, Access Control, PAGA, WIF)
• Vibration and condition monitoring
• Networking: Ethernet, Fieldbus, Profibus, MODBUS, IEC61850, DNP3, IoT, ICT/fiber
• Substation automation interfaces and EMS
• HAZOP/CHAZOP and SIL studies

Responsibilities

• Basic & Detailed Design Engineering for Electrical and I&C
• Prepare Electrical Design Basis Reports and SLDs for MV/LV systems
• Perform load flow, short circuit calculations (ETAP)
• Prepare electrical equipment datasheets and GAs
• Prepare BoQs and specifications for electrical equipment
• I&C design basis, P&ID drawings, SCADA architecture and field instruments datasheets
• Design documents for ELV systems: CCTV, PAGA, LAN, WIF, BMS, PMS
• Coordinate with client and vendors; interface with other disciplines

Job description

• Chartered Engineer, SOE certified, or equivalent.
• Minimum of 15 years of experience in Electrical and I&C with relevant experience in Water and Wastewater Treatment Plants and Pumping stations is a must.
• Must have engineering consultancy experience.
• Excellent communication in English and client-facing skills.
• Knowledge of International codes and Standards (IEC, IEEE, ISA, NEC, ATEX)
• Knowledge of Standards and Specification of major clients in utility section in Saudi, UAE, Oman, Qatar region.
• MV/LV Substation Design.
• Knowledge on how to read schematic wiring of various electrical and control panels.
• Knowledge of MV/LV Switchgears, MCCs, MV and LV VFD panels, Transformers, Generators, UPS, DC System, etc.
• Load Flow Analysis, Short Circuit Analysis, Motor Starting Study, Arc Flash and Protection coordination study using ETAP software.
• Instruments, Analyzers, Sensors working principle and its selection as per measurement medium, working condition and Hazardous zone classifications.
• Process Control & Safety Systems (DCS, PLC, ESD and F&G)
• Safety and Security systems like CCTV, Access Control System, Intrusion Protection System, PAGA and Telecomm Systems, Public WIFI.
• Vibration and Condition Monitoring Systems
• Ethernet, Field Bus, Profibus, MODBUS, IEC61850, DNP3 segments, IOT systems, ICT networks / Fiber Optics Networks, Power Line Communication and Wireless communication
• Substation Automation system and interface to various switchgears, control panels etc. and Energy Management system
• Knowledge of HAZOP and CHAZOP review and SIL calculation Study.
• Interface skills in departments like Civil, Mechanical, Process, HVAC etc. and other Packaged Equipment.

2- RESPONSIBILITIES

Basic & Detailed Design Engineering, Review and Preparation of the following documents and drawings:

A- ELECTRICAL ENGINEERING

• Electrical Design Basis Report.
• SLD for MV/LV distribution systems.
• Plant Electrical Load Lists.
• Sizing Calculations for Transformer, Generator, APFC, Cables, UPS, DC System, Etc.
• Electrical Equipment GAs.
• Load Flow and Short Circuit Calculation (ETAP).
• Earthing & Lightning Calculation
• Lighting and small power design.
• Specification, Datasheet, Vendor Data Review of Generators, Transformers, Motor, MV/LV Switch Gears, VFD/SS Panels, Capacitor & Reactors, Bus Ducts, Cables, AC & DC UPS etc.
• Electrical Layout Drawings, Cable routing Drawing, Earthing &Lightning Layout, Lightning Layout.
• BoQs for Electrical Equipment.
• Specifications for Electrical Equipment.

B- INSTRUMENTATION & CONTROL ENGINEERING:

• I&C Design Basis Report
• Piping & Instrumentation drawings
• SCADA System Architecture Drawing
• Panel Engineering and datasheet for Process Control & Safety Systems like DCS, PLC, ESD and F&G systems and Design of Logic & SCADA Graphic Screen.
• Design documents for ELV systems like CCTV, EPBAX, LAN, PAGA, WIF, Access Control systems BMS, PMS etc.
• Co-ordination with other disciplines engineers for interface / tie-in issues and Co-ordination with client and Vendors.
• BoQ for SCADA and I&C.
• I&C Specification and Datasheet for Field instruments, Control Valves, SCADA system etc.
