This role supports the technical development of dry utilities across major infrastructure projects, where electrical and telecommunications networks must be carefully integrated with roads, wet utilities, transportation systems, landscaping, and adjacent developments. The engineer will contribute throughout the design lifecycle, translating masterplan requirements into coordinated infrastructure solutions while addressing authority standards, capacity requirements, utility reservations, electrical calculations, constructability, and final IFC documentation.

Key Responsibilities
  • Develop dry utilities infrastructure designs from concept masterplan through detailed and IFC stages.
  • Interpret and apply Dubai, Abu Dhabi, and KSA authority guidelines, technical standards, and approval requirements.
  • Plan electrical infrastructure corridors and utility reservations within infrastructure masterplans.
  • Develop requirements for primary substations and associated power distribution infrastructure.
  • Design and coordinate EHV, HV, and LV utility corridors.
  • Develop HV distribution network solutions for systems up to 33kV.
  • Coordinate distribution substations, pocket substations, feeder pillars, and service turrets.
  • Prepare LV network layouts and supporting engineering calculations.
  • Assess electrical demand and infrastructure requirements to support development and transportation projects.
  • Produce engineering calculations, technical reports, design narratives, and supporting documentation.
  • Develop telecommunications infrastructure networks including duct routes and manhole systems.
  • Coordinate telecommunications infrastructure requirements with the wider utility masterplan.
  • Consider GSM tower coverage and associated infrastructure requirements during network planning.
  • Design street lighting systems for different road classifications and rights-of-way.
  • Undertake roadway lighting calculations and verify proposed illumination performance.
  • Prepare single-line diagrams, electrical load schedules, and associated design documentation.
  • Develop landscape lighting branch wiring and coordinate connections with the wider electrical network.
  • Review utility interfaces and identify potential clashes or spatial conflicts during design development.
  • Coordinate closely with wet utilities, roads, transportation, landscape, and building design teams.
  • Resolve multidisciplinary interfaces while maintaining required utility clearances and corridor allocations.
  • Support technical reviews and design coordination meetings throughout project development.
  • Ensure engineering outputs are accurate, coordinated, constructible, and suitable for authority review.
  • Contribute to quality reviews before issue of drawings, reports, calculations, and IFC packages.
Ideal Profile

The successful candidate will hold a degree in Civil Engineering and bring a strong infrastructure engineering background with practical exposure to dry utilities design. Experience should include electrical distribution infrastructure, substations, HV and LV networks, utility corridors, telecommunications systems, and street lighting within large-scale infrastructure or transportation developments. A detailed understanding of authority requirements in Dubai and Abu Dhabi is important, while familiarity with KSA infrastructure standards provides additional value. The role requires an engineer who can understand the relationship between individual utility systems and the wider infrastructure masterplan rather than designing each network in isolation. Strong technical writing, engineering calculation, coordination, and problem-solving capabilities are important, particularly when progressing projects from early planning into coordinated IFC deliverables.
